UEH Presenting at the Local Policy Forum “Training and developing human resources in Khanh Hoa Province”

On the morning of March 29, 2024, University of Economics Ho Chi Minh City (UEH) presented at the Local Policy Forum “Training and Human Resource Development of Khanh Hoa Province” organized by the People’s Committee of Khanh Hoa province.

The forum was chaired by Comrade Nguyen Khac Toan – Permanent Deputy Secretary of the Provincial Party Committee, Chairman of the People’s Council of Khanh Hoa Province; Comrade Nguyen Tan Tuan – Deputy Secretary of the Provincial Party Committee, Chairman of Khanh Hoa Provincial People’s Committee; Comrade Dinh Van Thieu – Provincial Party Committee member, Vice Chairman of Khanh Hoa Provincial People’s Committee; and Comrade Ta Hong Quang – Provincial Party Committee member, Director of the Department of Labor, War Invalids and Social Affairs.

Attending the forum, on the side of Ministries/Departments/Divisions and Provinces/Cities, there was the participation of Mr. Dang Van Binh – Deputy Director of the Department of Teachers and Educational Administrators, Ministry of Education and Training; Mr. Dao Trong Do – Director of Continuing Education Department, Ministry of Labor, War Invalids and Social Affairs; Mr. Nguyen Minh – Vice Chairman of Binh Thuan Provincial People’s Committee; Mr. Truong Ngoc Tuan – Director of the Department of Home Affairs of Phu Yen Province; Mr. Nguyen Huu Tu – Director of the Department of Labor, Invalids and Social Affairs of Phu Yen Province; Mr. Nguyen Hoang Giang – Director of the Department of Labor, Invalids and Social Affairs of Dak Lak Province; leaders of Departments/Boards/Services of Khanh HoaProvince; and leaders of Universities and Colleges in Khanh Hoa Province.

On the UEH side, there was the presence of Dr. Dinh Cong Khai – Deputy Director of UEH and Dr. Nguyen Kim Duc – Deputy Director of the Institute for Regional Development Research and Consulting.

Commenting on development potential, University of Economics Ho Chi Minh City affirmed that Khanh Hoa in general or Nha Trang City in particular is a dynamic local with outstanding growth and socio-economic development potential considered in both regions: (i) North Central and Central Coast and (ii) Southeast region. With the potential to attract FDI and the current status of the private sector being the majority, these are all dynamic areas, requiring human resources with expertise, high quality, and the ability to work in the context of international integration. Based on that reality, Khanh Hoa Province has proactively built a human resource development strategy at different levels with the issuance of: (1) Resolution No. 04/NQ-HDND of the People’s Council dated September January 15, 2021 on promulgating the Human Resource Development Program for Khanh Hoa province for the period 2021-2025; (2) Decision No. 1719/QD-UBND of Khanh Hoa Provincial People’s Committee dated June 24, 2021 on promulgating the plan to implement the Human Resource Development Program of Khanh Hoa province for the period 2021-2025; and (3) Plan No. 3322/KH-UBND of Khanh Hoa Provincial People’s Committee dated April 10, 2023 on implementing the Vocational Education Development Strategy for the period 2021-2030, vision 2045 in Khanh Hoa province.

The Forum received many comments from 12 valuable presentations of which UEH contributed to the Forum through the presentation: “Developing high-quality human resources in Khanh Hoa province: Problems and Solution” by Dr. Dinh Cong Khai – Deputy Director of UEH. He remarked that “Overall, Khanh Hoa province and related units and organizations have constantly tried to develop high-quality human resources. Although labor quality has improved a lot, the rate of trained workers is not high, and the province’s key industries are still facing a shortage of highly skilled human resources. Vocational training currently does not fully meet the needs of both apprentices and employers. After being trained, some professions cannot be as effective as expected, and maintaining employment in the trained profession faces many difficulties. In general, the connection between vocational education institutions and businesses is still limited.”

UEH’s presentation was a highlight of the Forum as it focused on sharing the problems and bottlenecks of Khanh Hoa province’s labor force over time and the relationship between: (i) Khanh Hoa and the North Central region and Central Coast and Southeast region, (ii) Khanh Hoa with Da Nang and 6 provinces in the Southeast region. At the forum, Dr. Dinh Cong Khai emphasized the completion of infrastructure and traffic connections between Khanh Hoa with the Central Highlands and Southeast regions, plus the strength of the province having both a seaport and an international airport, creating the new prerequisites to change the growth model, aiming to strongly develop logistics services, marine economy, tourism, and attract investment in high-tech industries, clean energy, and renewable energy.

Through the bottlenecks of Khanh Hoa Province’s workforce, the UEH author group suggested several solutions to develop high-quality human resources for the province in the upcoming time, which must ensure the combination of three parties: localities, training institutions, and businesses. Most importantly, attracting and retaining talent through incentive policies listed as housing support, education, health care, and advancement opportunities will help Khanh Hoa build a diverse, talented, and creative working community.

On behalf of the leaders of University of Economics Ho Chi Minh City, Dr. Dinh Cong Khai committed to always accompanying Khanh Hoa province in training human resources to serve the implementation of development strategies in the upcoming time through training and coaching programs that UEH is good at, including including logistics combining seaports and airports, resort tourism, medical tourism, MICE, smart urban planning, government promoting innovation and digital transformation, valuation and investment projects, etc.
