UEH Accompanying The Development Of Khanh Hoa Province In The Upcoming New Period

On the morning of April 2, Leaders of University of Economics Ho Chi Minh City (UEH) attended the Conference to announce the planning and the investment promotion of Khanh Hoa Province in 2023. Concurrently, the cooperation agreement between UEH and the People’s Committee of Khanh Hoa Province in the 2023-2028 period was officially signed together with the memorandum of understanding regarding the investment in training and research facilities by University of Economics in Ho Chi Minh City in Nha Trang City was presented.

The conference to announce the planning and the investment promotion of Khanh Hoa Province in 2023 was jointly organized by the Ministry of Planning and Investment, the Ministry of Construction, and the People’s Committee of Khanh Hoa Province on April 2^nd in Nha Trang City. Attending the Conference were Prime Minister Pham Minh Chinh; Members of the Party Central Committee; Leaders of Ministries, Branches, Central agencies, Provinces and centrally-run Cities; Representatives of Embassies of foreign countries; international organizations as well as businesses and investors. On behalf of University of Economics Ho Chi Minh City (UEH), there were Prof. Dr. Nguyen Dong Phong – Chairman of UEH University Council and Prof. Dr. Su Dinh Thanh – President of UEH.

This conference was held to announce the plannings of Khanh Hoa Province approved by competent authorities in combination with introducing and promoting the potentials and advantages of Khanh Hoa Province besides the province’s development orientation in order to attract more investment capital as well as modern and advanced technology from domestic and foreign investors towards Khanh Hoa Province. This is one of the crucial activities of the series of events to celebrate 370 years of construction and development of Khanh Hoa Province (1653 – 2023) and 48 years of Khanh Hoa’s Liberation Day (April 2, 1975 – April 2, 2023).

Within the Conference framework, an official ceremony regarding Cooperation Agreement was held between the People’s Committee of Khanh Hoa Province and the University of Economics of Ho Chi Minh City (UEH) in the 2023-2028 period; Memorandum of Understanding regarding the investment in UEH Training and Research Facility in Nha Trang City.

To be in more details, the content of the cooperation agreement between UEH and Khanh Hoa Province in the 2023 – 2028 period includes the followings:

1. Cooperation in training and human resource development:

+ Coordinating postgraduate and graduate training to develop high-quality human resources for the Province;

+ Coordinating training to improve innovation and technology capacity for personnel involved in vocational education development;

+ Coordinating training to enhance the capacity of enterprise development and start-up innovation;

+ Coordinating training to boost economic and technological management capacity and to update knowledge of international integration;

+ Supporting and creating conditions for University of Economics Ho Chi Minh City (UEH) implementing the Project of Training and Research orientated into a Branch located in the North Hon Ong urban area, Nha Trang City, Khanh Hoa Province.

2. Cooperation in research, science and technology transfer, digital transformation oriented towards the applied research of Khanh Hoa Province.

3. Cooperation in specialized science and technology consulting for science and technology tasks deployed in Khanh Hoa Province.

4. Cooperation on critical consultation for programs, policies and plans for socio-economic development of Khanh Hoa Province in terms of annual and every-5-year timeline.

5. Consulting and criticizing urban development projects in the direction of smart, sustainable, international identity and connectivity.

6. Restructuring the economy associated with the renewal of the Province’s growth model on the basis of science, technology and innovation towards diversification, value-added and efficiency; green and circular economy.

7. Promoting Nha Trang – Khanh Hoa tourism brand; investment and trade promotion concerning Khanh Hoa products.

8. Attracting domestic and foreign investment resources; developing new mechanisms and policies to create attractiveness to promote investment attraction.

9. Managing and using natural resources effectively, protecting the environment, responding to natural disasters and adapting to climate change and sea level rise.

10. Researching and consulting other contents according to the needs of Khanh Hoa Province to successfully implement Resolution No. 09-NQ/TW dated January 28, 2022 of the Politburo regarding the construction and the development of Khanh Hoa Province to 2030, with vision to 2045.

Memorandum of Understanding regarding the investment in UEH Training and Research Facility in Nha Trang City is to recognize the cooperation and the coordination in terms of the implementation of investment and effective operation of the Training and Research Facility Research from University of Economics Ho Chi Minh City (UEH), oriented to become a UEH Branch in Nha Trang City, with the purpose of serving the common development of Khanh Hoa Province and University of Economics of Ho Chi Minh City (UEH). Accordingly, the project will be started in the fourth quarter of 2023 and is expected to be completed and put into operation in the third quarter of 2025. Once the project is completed, University of Economics Ho Chi Minh City (UEH) will carry out research and training in accordance with modern educational models, supporting the development of human resources in both Khanh Hoa Province and the South Central Coast and Central Highlands.

Prime Minister Nguyen Minh Chinh issued one Decision approving the Khanh Hoa Provincial Planning for the 2021-2030 period, with a vision to 2050. Specifically, the overall development goal of Khanh Hoa Province by 2030 is to become a centrally-run city under the Central Government; an international sea tourism and service center; a growth pole, the center of the Central Coast Region, the Central Highlands and the whole country in terms of marine economy, industry-high technology, science and technology, innovation, human resource training and high-quality healthcare services. In terms of Vision to 2050, Khanh Hoa Province is a major marine economic center of Vietnam country; being a smart city, environmentally friendly, with identity and in parallel with Asia; striving to become one of Asia’s leading coastal cities that attract tourists and imply a livable environment with a synchronous and modern infrastructure system and so on. Therefore, the construction and the development the contingent of cadres and civil servants, especially the cadres at the strategic level, is one of the key breakthroughs to plan and to implement the Party and State’s major guidelines, policies and decisions to implement the development of Khanh Hoa Province.

On this foundation, UEH, together with the social responsibility of a prestigious and top-qualified key University in the Vietnamese public higher education system, has officially cooperated with Khanh Hoa Provincial People’s Committee in the field of higher education: training high-quality human resources, consulting and researching regional development projects; concurrently, investing in building UEH Training and Research Facility in Nha Trang City with the mission of high quality training and research, contributing to the supply of human resources for the sustainable development of the South Central and  Highlands region. This is one of UEH’s practical efforts towards contributing to the development of Khanh Hoa Province in particular and the Vietnam country’s socio-economic condition in general. In July 2022, UEH launched a Master Training Course majoring in Public Management in Khanh Hoa Province with 61 learners as cadres, civil servants and public employees working in Khanh Hoa Province. In April 2023, UEH will open one Advanced Executive Master Class majoring in Smart and Creative Urban Management for more than 40 students nominated by Khanh Hoa Province to prepare for the planning, management and operation of a smart modern city in the future and training and supporting activities in terms of entrepreneurship, innovation, and STEM education for teachers and students in Khanh Hoa Province.

After 47 years of establishment and development, with the strategy of Multidisciplinary and Sustainable University being implemented, University of Economics Ho Chi Minh City is making every effort to contribute to the development of the country through training high-quality human resources, contributing to economic development towards the goal of sustainable development.
