The University of Economics Ho Chi Minh City (UEH) promotes a diverse, equitable and inclusive (Diversity, Equity and Inclusion – DEI) learning and working environment grounded in respect for human rights, through university-level governance arrangements and coordinated policy implementation. The UEH Committee for the Advancement of Women, established and reconstituted under institutional decisions, advises on gender equality and women’s development. The Department of Student Affairs, the Department of Organisational and Human Resource Development, and the Department of Quality Assurance and Internal Control implement programmes, policies and mechanisms to safeguard rights within their respective mandates.

In 2025, these units jointly delivered gender-equality training, expanded research development opportunities for women academics, disseminated the institutional Code of Conduct, received and addressed concerns, and provided inclusion support for learners. These initiatives put into practice UEH’s commitment to becoming a Happy University, where every member is respected and has opportunities to develop.

Institutional responsibilities for diversity, equity and inclusion at UEH

UEH implements DEI policies and programmes through a division of responsibilities between advisory bodies established by university decisions and specialised units mandated to deliver and monitor activities in their respective areas.

  • The UEH Committee for the Advancement of Women advises university leadership on gender equality, women’s development and greater participation by women employees in teaching, research and management. Established in 2016, the Committee continued its 2020–2025 term under Decision No. 3826/QĐ-ĐHKT-NHSU dated 20 October 2020, with membership updated under Decision No. 1836/QĐ-ĐHKT-QTNNL dated 21 June 2023. Article 2 of the decision establishing the Committee for the 2016–2021 term assigns it responsibility for recommending training and professional development measures and strengthening the role of women employees. Accordingly, the Committee works with the UEH Trade Union and other functional units on gender-equality initiatives, capacity building, healthcare and the protection of women’s rights within the UEH community.

On 23 October 2025, the Committee for the Advancement of Women and the UEH Trade Union, in collaboration with Phuong Dong International Eye Centre, organised the ‘Healthy Eyes with UEH’ programme. More than 200 participants received free eye examinations and consultations.

  1. Nguyen Thien Duy participated in his capacity as Deputy Head of the Committee for the Advancement of Women and Chair of the UEH Trade Union. The programme continued inter-unit collaboration in healthcare provision and the promotion of wellbeing for UEH employees and the wider university community.
  • Department of Student Affairs (DSA): This department directly organises educational initiatives, counselling and inclusion support for learners. In 2025, DSA delivered activities to identify gender stereotypes and raise awareness of the right to protection within the university; maintained psychological counselling, reporting channels and support for learners experiencing sexual harassment; and implemented support policies for students with disabilities, learners in financial hardship and international students.

Under Decision No. 1113/QĐ-ĐHKT-CSNH dated 10 April 2025, UEH established its Student Disciplinary Council for 2025, with representation from functional units, the Youth Union and the Students’ Association. The Council considers and handles violations in accordance with applicable regulations, helping to maintain a respectful and accountable learning and campus environment.

  • Department of Organisational and Human Resource Development: The department advises on and implements equal-opportunity policies in recruitment, training, workforce planning, appointments and remuneration. UEH’s human-resources policy published on 27 January 2025 emphasises merit- and performance-based personnel selection and assessment, without discrimination on grounds of gender, age, ethnicity, religion, sexual orientation or other personal characteristics specified in its policies. It also promotes opportunities for professional development among women employees.

According to workforce composition data published in UEH’s human-resources policy on 27 January 2025, women held 11 of 31 interim leadership positions across its units (35.48%) and accounted for 52.6% of employees with master’s degrees, demonstrating women’s participation in the university’s management and professional workforce.

  • Department of Quality Assurance and Internal Control: The department provides institutional advice and internal oversight and coordinates the receipt and handling of petitions and complaints within its remit. In August 2025, UEH issued Decision No. 2410/QĐ-ĐHKT-BĐCLKSNB dated 14 August on the receipt of submissions and the settlement of complaints and denunciations; Decision No. 2514/QĐ-ĐHKT-BĐCLKSNB dated 19 August on citizen reception; and Decisions Nos. 2616 and 2617/QĐ-ĐHKT-BĐCLKSNB dated 30 August on procedures for handling denunciations and complaints. These instruments specify coordination responsibilities, procedures and principles for addressing reported concerns across UEH.
  • UEH Trade Union: The Union represents and protects the lawful rights and interests of employees; promotes women’s participation, dialogue and welfare; and works with the Committee for the Advancement of Women on gender-equality initiatives. In 2025, it continued the ‘Women Excelling at Work and Home’ movement and participated in Ho Chi Minh City-level recognition of exemplary women union members and workers, supporting recognition and encouragement of women across the UEH workforce.
  • UEH Mekong: The campus delivers learner-support programmes in Vinh Long, focusing on educational access for students eligible for statutory support, students with disabilities and groups qualifying for tuition exemptions or reductions. In 2025, UEH Mekong offered published tuition rates equal to 60% of those at UEH’s Ho Chi Minh City campuses and worked with functional units to provide counselling and student support, broadening access to higher education in the Mekong Delta.
  • UEH Youth Union and Students’ Association: These organisations help represent student perspectives, coordinate incoming-student support, connect learners facing financial hardship, promote intercultural exchange and build a cohesive student community that respects individual differences.

UEH’s designated focal points and collaborating units operate within their professional mandates: the Committee for the Advancement of Women advises on gender equality; the Department of Student Affairs delivers education, counselling and inclusion support; the Department of Organisational and Human Resource Development implements equal-opportunity human-resources policies; and the Department of Quality Assurance and Internal Control coordinates the reporting and resolution of concerns within its authority. The UEH Trade Union, UEH Mekong, the Youth Union and the Students’ Association collaborate on programmes for their respective communities. Together, these arrangements integrate diversity, equity, inclusion and respect for human rights into university governance, learning and working practices.

Policy foundations and implementation mechanisms for diversity, equity and inclusion

  • Code of Conduct: Decision No. 695/QĐ-ĐHKT-CTCT dated 4 April 2017 sets out the non-discrimination principle for employees in Clause 3, Article 7 and the prohibition of harassment in Clause 6, Article 7. The Student Code of Conduct, issued under Decision No. 1555/QĐ-ĐHKT-CTCT dated 15 June 2017, emphasises equality and respect for diversity and individual differences in Clause 3, Article 5 and Clause 3, Article 8. These provisions establish standards of conduct in teaching, research, learning and work.
  • Human-resources development policy aligned with the 17 SDGs: Published on 27 January 2025, the policy prioritises equal opportunities in recruitment, workforce planning, appointments, training and pay, as well as monitoring the implementation of benefits and professional-development conditions across employee groups.
  • Implementation and rights-protection mechanisms: In August 2025, UEH issued Decision No. 2410/QĐ-ĐHKT-BĐCLKSNB dated 14 August on receiving submissions and settling complaints and denunciations; Decision No. 2514/QĐ-ĐHKT-BĐCLKSNB dated 19 August on citizen reception; and Decisions Nos. 2616/QĐ-ĐHKT-BĐCLKSNB and 2617/QĐ-ĐHKT-BĐCLKSNB, both dated 30 August, on procedures for handling denunciations and complaints. These regulations establish procedures for receiving, classifying and processing cases, together with the responsibilities of competent units.

On 19 September 2025, UEH held a legal-information conference on citizen reception, handling petitions and implementing the Code of Conduct at its 59C Nguyen Dinh Chieu campus, with online participation. The programme addressed inter-unit coordination, procedures for resolving reported concerns and standards of conduct in teaching, research and administration, strengthening policy implementation across UEH.

Training, communications and inclusion-promoting activities in 2025

In 2025, UEH delivered programmes to fulfil its advisory, training, communications and support responsibilities for diversity, equity and inclusion. Key initiatives included gender-equality workshops, communications on the prevention of harassment, research-capacity development for women academics, and dissemination of the Code of Conduct and complaint-resolution procedures. At the same time, responsible units maintained educational access programmes, support for learners with disabilities, intercultural community activities and employee welfare initiatives. Maintaining and strengthening the DEI implementation framework in 2025

In 2025, UEH continued to implement its diversity, equity and inclusion policies through university-wide arrangements for policy advice and coordinated delivery. The Committee for the Advancement of Women promoted gender equality and women’s development; the Department of Student Affairs provided education, counselling and inclusion support; the Department of Organisational and Human Resource Development implemented equal-opportunity principles in employment practices; and the Department of Quality Assurance and Internal Control coordinated the application of procedures for receiving and resolving reported concerns. The UEH Trade Union, UEH Mekong and student representative organisations contributed within their respective mandates, linking institutional governance responsibilities with the needs of the university community.

Building on the work undertaken in 2024, UEH expanded gender-equality training and research-capacity development for women academics in 2025, and disseminated the Code of Conduct and the complaint-handling procedures issued in August 2025. The university also maintained support policies for learners with disabilities and those facing financial hardship, alongside intercultural exchange activities. These outcomes demonstrate the connection between organisational responsibilities, institutional policies and practical initiatives to strengthen a learning and working environment that respects differences and promotes equal opportunities for development.
