In 2025, the University of Economics Ho Chi Minh City (UEH) conducted admissions for Cohort 51 under its Regulations on Undergraduate Admissions (institutional codes KSA and KSV), promulgated under Decision No. 584/QĐ-ĐHKT-ĐT dated 16 February 2024. Article 2 of the Decision stipulates that it takes effect from the date of signing and applies to admission cohorts from 2024 onwards.

In parallel, UEH implemented the admissions regulations of the Ministry of Education and Training (MOET) issued under Circular No. 08/2022/TT-BGDĐT, as amended by Circular No. 06/2025/TT-BGDĐT dated 19 March 2025, effective from 5 May 2025.

UEH regulatory document: https://daotao.ueh.edu.vn/Content/media/files/DHCQ/2024/DHCQ/HKD/02/QD584.pdf

The Regulations establish the principle of fairness for all applicants: no applicant may be deprived of an opportunity to apply on the basis of requirements unrelated to their qualifications or capabilities. UEH applies publicly announced preferences based on geographical areas, policy-defined applicant categories, and direct admission for eligible candidates. These provisions help address disadvantages faced by certain groups but do not constitute a separate admissions policy for all households within the lowest national income quintile. Compared with 2024, the 2025 admissions cycle introduced four improvements: direct admission was aligned with MOET’s common regulatory framework; bonus and priority points were capped within the admissions scoring scale; score-conversion rules across admission methods were publicly disclosed; and enrolment procedures were fully digitised.

Non-discriminatory admissions and equal opportunities to apply at UEH

UEH publicly implements the Regulations on Undergraduate Admissions issued under Decision No. 584/QĐ-ĐHKT-ĐT across the university, covering institutional code KSA in Ho Chi Minh City and code KSV at UEH Mekong in Vinh Long. The Regulations establish the responsibilities of UEH’s constituent schools, the UEH Mekong campus, relevant units, officials, and employees involved in admissions, while ensuring that applicants under both codes can access the published eligibility conditions, admission methods, priority policies, and mechanisms for protecting applicants’ rights.

The document specifies eligible applicant pools, priority policies, minimum entry-quality thresholds, admission methods, selection procedures, and the responsibilities of relevant stakeholders.

Specifically, Clause 2, Article 3 of the Regulations issued under Decision No. 584/QĐ-ĐHKT-ĐT requires UEH to take the measures necessary to facilitate participation and ensure equal admission opportunities for all applicants.

Clause 1, Article 4, entitled “Fairness to Applicants”, sets out the requirements under points (a)–(đ): to provide complete, clear, and timely information; to ensure that no applicant loses the opportunity to apply as a result of requirements unrelated to qualifications or capabilities, or because of burdensome and costly procedures; to assess applicants’ academic capabilities objectively, fairly, and reliably; to allow applicants to rank their preferences among programmes for which they meet admission conditions; and to fulfil UEH’s commitments to counselling, support, and complaint resolution in order to protect applicants’ legitimate rights. Clause 3, Article 4 further requires full, clear, and timely public disclosure of admissions information for oversight by society and competent public authorities, alongside UEH’s accountability. The non-discrimination mechanism operates by excluding admission conditions unrelated to applicants’ qualifications, capabilities, and publicly stated programme requirements. Applicants are assessed against objective criteria for each admission method and are entitled to information, counselling, and access to complaint resolution to protect their legitimate interests. On 17 April 2025, UEH launched its AI-powered admissions and career-guidance chatbot (https://aichat.ueh.edu.vn/), providing automated information around the clock (24/7) for applicants, parents, and prospective learners across educational levels and modes of study. Enquiries that cannot be adequately answered by the chatbot are referred to the learner-support customer relationship management (CRM) channel or call-centre staff for further assistance; admissions-related feedback and complaints are considered under UEH’s procedures, delegated authority, and accountability arrangements. For general information enquiries, prospective applicants may submit questions without voluntarily stating their name, personal identification number, or application details. Verification of individual applications and resolution of personal rights require the necessary information in accordance with applicable rules.

For other undergraduate pathways, including second-degree programmes, articulation programmes, and part-time study, UEH published admissions announcements in 2025 setting out the corresponding eligibility conditions, selection methods, and application deadlines. At postgraduate level, UEH publicly provides its Regulations on Master’s Admissions and Training under Decision No. 5571/QĐ-ĐHKT-ĐT dated 1 November 2024 and its Regulations on Doctoral Admissions and Training under Decision No. 1750/QĐ-ĐHKT-ĐT dated 24 April 2025. These documents are published through tuyensinh.ueh.edu.vn, daotao.ueh.edu.vn, and the UEH portal, facilitating access to information and the transparent application of admission requirements for each level and mode of study. The undergraduate regulations do not replace the specific regulations governing master’s and doctoral programmes.

Positive discrimination measures for disadvantaged groups

Alongside the general principle of fairness, UEH applies conditional positive discrimination measures intended to address unequal access to education associated with place of residence, socioeconomic circumstances, or applicants’ specific disadvantages. Geographical and policy-category preferences, together with direct admission, do not amount to arbitrary differential treatment. They are applied to categories defined under law and the admissions regulations, with publicly stated eligibility conditions, priority levels, supporting documentation, and deadlines. Priority applicants are still assessed against the relevant academic and programme requirements. In this way, UEH advances equality of opportunity while providing appropriate measures to reduce initial barriers to access.

These measures are publicly disclosed in the Cohort 51 admissions information and accompanying guidance notices:

Geographical and policy-category preferences: under the applicable regulations, selection scores for admission methods based on academic records comprise academic-performance scores plus geographical and policy-category priority points. Eligibility and the applicable priority level must be established with reference to the published categories, conditions, and supporting documents. Not every applicant from a poor or near-poor household, or every applicant with a disability, automatically qualifies for the same priority category or additional points. Applicants who completed upper-secondary education before 2025 may still declare applicable geographical preferences on the basis of their registered permanent residence, accompanied by supporting documents.

For direct admission, UEH published specific categories and their eligibility conditions, including applicants with severe disabilities certified by a competent authority who are capable of pursuing the programme but cannot take part in ordinary admission methods; applicants belonging to very small ethnic-minority populations; applicants from 20 disadvantaged border and island districts in the southwestern region; and other categories set out in the Cohort 51 notice of 27 May 2025. These conditional positive discrimination arrangements are established under Article 8 of MOET’s admissions regulations to reduce barriers to education for applicants facing particular disadvantages. Selection is based on relevant certificates, academic performance, ability to undertake the programme, and published programme requirements; the arrangements do not waive every entry standard. There is no restriction on the number of preferences applicants may submit.

International applicants admitted under government agreements are assessed in accordance with the applicable MOET admissions regulations, providing a common regulatory framework for this route of international access.

The policy also extends to part-time undergraduate study. The admission notice for Cohort K2025 VB1/TP1 provides for consideration of applicants with particularly severe disabilities on the basis of upper-secondary academic records, health circumstances, and the requirements of the relevant programme.

Expanding access for applicants facing specific disadvantages while maintaining admissions standards and fairness

UEH’s priority measures are designed to offset unequal educational circumstances, not to replace requirements relating to academic capability. Direct-admission applicants from very small ethnic-minority populations and disadvantaged districts must have achieved at least the ‘Good’ level in academic performance and ‘Good’ conduct, and must complete a one-year preparatory knowledge programme determined by UEH before commencing formal study. UEH’s regulations ensure that every applicant can attain the maximum score on the selection scale but that no applicant’s final score exceeds that scale, even after bonus and priority points are included. Under MOET’s provisions, total bonus points cannot exceed 10% of the selection scale, and priority points for applicants with an academic score of 22.5 or above on a 30-point scale decrease progressively to zero at a score of 30, targeting additional support to applicants who stand to benefit most. In addition, Cohort 51 admissions scholarships are awarded on the basis of admission scores excluding geographical and policy-category priority points, thereby distinguishing measures to broaden access from recognition of academic achievement.

From June 2025, UEH provided guidance for applicants who completed overseas upper-secondary programmes and hold international qualifications to submit evidence under Admission Method 2. This pathway recognises a range of international qualifications and certificates, including IB, A-Level, BTEC, SAT, ACT, IELTS, and TOEFL iBT, subject to published eligibility conditions, procedures, documentation, and deadlines. It does not imply identical eligibility criteria for every nationality or immigration status. Applicants seeking to study nearer to home at a lower cost may apply under code KSV at UEH Mekong (Vinh Long), where students follow the same quality standards and receive the same UEH degree as students at the Ho Chi Minh City campus, with tuition fees set at 60% of the corresponding level in Ho Chi Minh City.

To reduce information gaps, UEH provides the free ‘Understand Yourself’ aptitude assessment and programme recommendation tool (hieuveban.ueh.edu.vn), including a Zalo mini-app version. UEH also organised the online ‘Design Your Future From Day One’ enrolment counselling programme for Cohort 51 students, enabling prospective students across different localities to access the same information about programmes, tuition fees, scholarships, and support policies.

Financial support from the point of enrolment

Pursuant to Decision No. 2976/QĐ-ĐHKT-CSHTNH dated 31 July 2024 on student scholarship policies, UEH implemented Learning Support Scholarships for the final semester of 2025 for incoming Cohort 51 students who are orphaned, come from poor or near-poor households, or face difficult family circumstances. The maximum scholarship was VND 15.6 million per recipient, with up to 165 awards available. Incoming students could apply online through student.ueh.edu.vn immediately after enrolment and received guidance on submitting applications for tuition exemptions or reductions under government policies. These forms of support can ease financial pressures following admission; further longitudinal data would be needed to determine their effect on non-enrolment attributable to economic hardship.

Transparency of information and accountability throughout the admissions process

All key stages of the 2025 admissions cycle were publicly announced through UEH’s admissions portal and MOET’s national admissions system, including guidance on submitting supporting documents (2 June 2025); direct-admission results (11 July 2025); minimum application scores and the rules for converting equivalent admission scores across methods (July 2025); and final admission results (22 August 2025).

In 2025, UEH fully digitised its enrolment procedures. Applicants completed their enrolment documentation online through nhaphoc.ueh.edu.vn, reducing travel-related costs, particularly for those living far from campus. UEH admissions information was also reported by major news outlets, including Nhân Dân, Thanh Niên, and VietnamNet, providing additional channels for public scrutiny.

Improvements compared with 2024

Compared with 2024, implementation in 2025 incorporated additional operational notices and updated MOET regulations. Priority arrangements were further clarified through quantitative thresholds, including maximum selection scores, progressively reduced priority points, academic requirements, and preparatory study conditions. Direct admission was aligned with the shared regulatory framework to uphold fairness among applicants; separate regulations were presented for part-time and postgraduate admissions; enrolment procedures became fully digital; and financial assistance was more closely integrated into the enrolment process.

These developments demonstrate that UEH not only maintains a fair admissions policy but also continuously improves its implementation, enabling learners with different starting circumstances to access quality higher education.

EVIDENCE OF ADMISSIONS REGULATIONS AND POLICIES APPLICABLE IN 2025

1. Legal framework applicable to the 2025 admissions cycle

Circular No. 08/2022/TT-BGDĐT dated 6 June 2022, promulgating the Regulations on Undergraduate Admissions and Admissions to Early Childhood Education College Programmes;

Circular No. 06/2025/TT-BGDĐT dated 19 March 2025, amending and supplementing those Regulations, effective 5 May 2025.

For Cohort 51, UEH adopted five admission methods: Method 1 (PT1), direct admission under MOET regulations; Method 2 (PT2), selection of applicants who completed an overseas upper-secondary programme and hold international qualifications; Method 3 (PT3), selection based on strong academic records; Method 4 (PT4), competency-assessment results combined with English-language proficiency; and Method 5 (PT5), results of the 2025 national upper-secondary graduation examination combined with English-language proficiency.

UEH’s notice of 2 June 2025 stated that no early admission round would be conducted. The period for submitting evidence for Methods 3–5 ran from 2 June to 28 July 2025, while applicants could register or amend their preferences through MOET’s system between 16 July and 5:00 p.m. on 28 July 2025.

2. Geographical and policy-category priority points in 2025

According to UEH’s guidance notice dated 2 June 2025 (Section II.1.1, Table 2), priority points expressed on a 30-point scale were as follows: Region 1 (KV1) = 0.75; Rural Region 2 (KV2-NT) = 0.50; Region 2 (KV2) = 0.25; Region 3 (KV3) = 0; policy categories ĐT1–ĐT4 = 2.00; and categories ĐT5–ĐT7 = 1.00.

For Admission Method 3, the selection score is calculated as the academic-performance score plus geographical and policy-category priority points. The academic-performance score, up to 30 points, comprises upper-secondary results and bonus points awarded according to published criteria. UEH limits the total bonus points under this method to 10% of the 30-point scale, equivalent to 3 points.

For academic-performance scores of 22.5 or higher, priority points are calculated as [(30 − academic-performance score)/7.5] × the applicable priority level on the 30-point scale, with the overall selection score capped at 30. The progressive reduction of priority points at higher academic scores balances support for disadvantaged applicants with fair competition.

3. Direct-admission categories and specific conditions under UEH’s notice of 27 May 2025

UEH cites Clause 1, Point (a) of Clause 2, and Clause 4 of Article 8 of the prevailing admissions regulations.

In addition to categories based on officially recognised distinctions and achievements, UEH implements the following categories under Clause 4:

(a) Applicants with severe disabilities, supported by valid certification, who are capable of pursuing the programme but cannot participate in standard selection methods. UEH published requirements concerning exemption from the upper-secondary graduation examination, ‘Good’ academic achievement and conduct in Grades 10, 11, and 12, and consideration of the applicant’s health condition and the programme’s requirements;

(b) Applicants from very small ethnic-minority populations as defined by the Government, and applicants from 20 disadvantaged border and island districts in the southwestern region: ‘Good’ academic performance and conduct throughout three years of upper-secondary schooling, together with one year of preparatory study before formal enrolment;

(c) Applicants who have maintained permanent residence for at least three years and studied for three years and graduated from upper-secondary school in a designated disadvantaged district: ‘Good’ academic performance and conduct, followed by a one-year preparatory programme;

(d) International applicants who have completed upper-secondary education or its equivalent and meet the programme’s language requirement. Self-funded applicants are assessed by UEH with regard to their academic performance, language proficiency, and programme preferences, while applicants under government agreements are considered under MOET regulations. The notice sets a target of 2% of places for the direct-admission method and imposes no limit on the number of preferences an applicant may register.
