The University of Economics Ho Chi Minh City (UEH) is committed to ensuring equal access to lifelong learning activities for all, regardless of ethnicity, religion, disability, immigration status or nationality, and gender. In 2025, UEH continued to apply the principle of non-discrimination through its codes of conduct, learner support policies, feedback and complaint mechanisms, and its open education, career guidance, short-term training, academic exchange and community knowledge-sharing programmes.

In line with its strategy as a Multidisciplinary and Sustainable University, UEH respects diversity and widens learning opportunities for communities within and outside the University. This work is supported by the following policies and regulations:

UEH Development Strategy 2025–2030, Vision to 2045

UEH builds a university culture based on the values of Diversity – Equity – Inclusion (DEI) and the Happy University, with a focus on gender equality, diversity and inclusion in its policies, spaces and university life.

The principle of non-discrimination is upheld at UEH through two official documents: the Code of Conduct for Staff, issued with Decision No. 695/QĐ-ĐHKT-CTCT dated April 4, 2017, and the Code of Conduct for Learners, issued with Decision No. 1555/QĐ-ĐHKT-CTCT dated June 15, 2017.

Specifically, Article 7, Clause 3 of the Code of Conduct for Staff requires respect for the principle of non-discrimination on the grounds of race, gender, social class, belief, religion and disability; Clause 6 prohibits harassment of others in any form. For learners, Article 5, Clause 3 requires respect for the principle of non-discrimination on the grounds of ethnicity, gender, social background, belief, religion and disability.

These principles provide the foundation for fair conduct in UEH’s educational environment and the basis for further extending equal access to lifelong learning activities for the community.

The Lifelong Learning Access Policy was published by UEH on the UEH Future system on November 1, 2025, setting out the principle of equal access to educational activities for the community, regardless of ethnicity, religion, disability, immigration status or gender. The policy applies across the entire UEH system, including open education programmes, public educational events, short-term training and educational outreach activities beyond campus.

For open education programmes, conferences, online learning resources, academic exchanges and skills development for the community, UEH aims to provide access to everyone who meets the professional requirements and publicly announced participation conditions of each programme. Administrative procedures related to residence, visas and legal documents are carried out in accordance with the law.

The Department of Student Affairs maintains a channel for receiving questions and complaints related to UEH activities

Through its campuses in Ho Chi Minh City and UEH Mekong and its network of teaching, research and learner support units and partners, UEH is progressively reducing barriers related to economic circumstances, geographical distance, access to information, skills, language and specific support needs. These mechanisms support learners within the UEH system while also extending suitable activities to secondary school students, parents, workers, businesses and the community outside the University.

Continuity and updating of the policy in 2022–2026

UEH’s principle of fair treatment is grounded in the codes of conduct issued in 2017 and continued to be applied in its educational activities in 2025. In addition, UEH published the Lifelong Learning Access Policy on the UEH Future system in November 2025, which clearly states its commitment to non-discrimination on the grounds of ethnicity, religion, disability, nationality or immigration status, and gender.

In 2025, UEH also issued regulations on receiving petitions, receiving citizens and handling complaints and denunciations, strengthening its mechanisms for receiving and handling concerns within the University’s governance. These documents serve as enforcement and accountability mechanisms supporting the principle of non-discrimination; they do not replace the Lifelong Learning Access Policy.

Scope of the equal access principle for lifelong learning activities

Under the Lifelong Learning Access Policy published on UEH Future in 2025, UEH applies the principle of equal access to all forms of education and lifelong learning across its system. The scope covers open educational resources, public educational events, executive education and short-term vocational training, as well as career guidance, training and knowledge-sharing activities in schools and communities beyond campus. These activities are intended for both UEH learners and learners outside the University.

In implementation, UEH units are responsible for publishing the target participants, registration conditions, costs (if any) and support appropriate to each activity. The principle of equal access is linked to reducing barriers related to economic circumstances, access to technology, facilities and the support needs of different groups of learners.

Activities implementing the policy of equal access to lifelong learning for all

In 2025, UEH continued to put its lifelong learning access policy into practice through support mechanisms and educational programmes for different groups, reflecting its efforts to reduce barriers to education. Activities for full-time students serve as supporting evidence of inclusive educational practice, while the scope of the policy for lifelong learning and the community outside UEH is defined by the published policy and the access conditions of each programme.

Equal access mechanism Beneficiaries Activities Results/Impact
Ensuring access to facilities and learning materials for people with disabilities Learners with disabilities, especially those with mobility difficulties or difficulty accessing learning materials; groups needing specific support when using learning spaces at UEH.

UEH publishes its support measures for learners with disabilities, including access to facilities, equipment and appropriate support services.

The University provides specific accessibility solutions, including wheelchair-accessible routes, lifts, toilets with grab bars, mobility aids and suitable learning spaces. Online, UEH offers a Virtual Tour with audio guidance and text-reading functions to support visually impaired users. The Department of Student Affairs (DSA) also publishes a guide to accessible routes and support areas for people with disabilities at each campus.

This is one of the practical mechanisms for reducing barriers to the educational environment.

Conclusion:

Compared with 2024, UEH continued to strengthen and develop its lifelong learning access policy in a comprehensive, equitable and inclusive way, regardless of ethnicity, religion, disability, immigration status or gender. While 2024 focused on building equal access mechanisms through codes of conduct, scholarship policies, support for people with disabilities and diverse forms of learning, 2025 saw progress in translating these policies into practical support, widening the range of beneficiaries and strengthening mechanisms to protect learners’ rights.

  • Stronger support for learners with disabilities: from 9 students with disabilities supported in 2024, UEH recorded 11 cases receiving support according to information published in 2025, while maintaining support for tuition, facilities, transport and accessible learning materials.
  • Stronger mechanisms to protect equal access: in addition to maintaining its codes of conduct and anti-discrimination policies, in 2025 UEH issued new regulations and procedures for receiving and handling complaints and denunciations, strengthening transparency and accountability in protecting learners’ rights.
  • Expanded support for gender equality and disadvantaged groups: building on its 2024 gender equality programmes, UEH ran Equal Voice 2025 and activities raising gender awareness and preventing harassment. UEH also supported more than 11,000 students affected by natural disasters with over VND 23 billion, reducing financial barriers and sustaining learning opportunities.
  • Stronger inclusion support for international learners: building on its 2024 exchange and international cooperation programmes, in 2025 UEH provided free dormitory accommodation to 28 Lao and Cambodian students, maintained visa procedure support, and organized the Vietnam – Laos – Cambodia cultural exchange and the International Cultural Festival 2025.
  • More diverse learning opportunities for the community: building on its 2024 career guidance and open education programmes, UEH further widened access through counselling at 172 upper secondary schools, reaching more than 20,000 students in the Mekong Delta; delivered AI training for more than 30,000 teachers in Vinh Long; and maintained the UEH Global Learning platform providing free learning resources.

Overall, 2025 marked the continuation and consolidation of UEH’s implementation of its equal lifelong learning access policy compared with 2024, through stronger support and protection mechanisms for learners and wider access to knowledge for diverse groups within and outside the University. By combining non-discrimination policies with financial support, accessible facilities, digital education and multicultural inclusion, UEH continues to affirm its commitment to an open, inclusive learning environment that respects difference and promotes lifelong learning opportunities for the community.
