The University of Economics Ho Chi Minh City (UEH) is committed to ensuring that no student has to discontinue their studies because of financial hardship, particularly students from the lowest 20% of household income. In 2025, UEH provided direct assistance through 455 tuition exemptions, reductions and study-cost awards (approximately VND 6.3 billion); 784 needs-based study-support scholarships (approximately VND 7 billion); and 344 donor-funded scholarships (nearly VND 4.8 billion). Of these, 396 awards worth more than VND 5 billion were specifically allocated to students from poor or near-poor households. UEH also provided free or subsidised accommodation, shuttle buses and administrative services. Following severe storms and floods, it mobilised nearly VND 23 billion for 11,262 learners from 24 affected provinces and cities.
UEH has developed a comprehensive financial and non-financial support ecosystem that accompanies students from admission through graduation. Direct measures for low-income students include statutory tuition relief, household-circumstance-based study-support scholarships, and donor-funded “Wings to Dreams” awards. Supporting measures include free dormitory accommodation for eligible students, UEH Shuttle buses at VND 5,000 per journey, free administrative assistance and student credit with UEH-subsidised interest. The Student Affairs Department coordinates applications, eligibility assessments and payments through the UEH Student portal.
In addition to routine support, UEH launched an emergency programme for learners affected by natural disasters in 2025. Following Storm 10 (Bualoi), an initial relief package of approximately VND 7 billion was planned for nearly 3,000 students across 19 provinces and cities. When Storms 11, 12 and 13 caused further damage, the programme extended to five additional provinces and reached nearly VND 23 billion. More than VND 11.2 billion in admissions and study-support scholarships was awarded to Cohort 51 entrants, while the UEH community contributed almost VND 7.93 billion to Giving to UEH.

Goals and Results for 2025
| Target | Targets for 2025 | Actual results in 2025 |
| The bottom 20% of students receive at least one form of financial aid (coverage). | ≥ 97% (2024: 96.8%) | [Data needed] |
| Retention rate from year 1 to year 2 | ≥ 98.7% (2024: 98.5%) | [Data needed] |
| The graduation rate is on time or delayed by no more than 0.5 years. | ≥ 97% (2024: 96.7%) | [Data needed] |
| Employment rate within 6 months of graduation | ≥ 97.5% (2024: 97%) | [Data needed] |
| Number of students dropping out due to financial reasons (Dropout) | 0 (2024: 0) | [Data needed] (to verify withdrawal records due to financial reasons) |
Note: The “Bottom 20%” is determined by UEH based on household economic conditions: students belonging to poor or near-poor households according to the multidimensional poverty standard for the period 2022–2025 (Decree 07/2021/ND-CP) or having an average per capita income in the lowest 20% group according to the Vietnam Living Standards Survey (VHLSS). Data is compiled from UEH’s student management system and quality assurance unit.
Compared to the previous year, UEH is focusing its support more effectively on disadvantaged students: in 2025, there will be 396 tuition fee waivers and scholarships, worth over 5 billion VND, specifically for students from poor and near-poor households, along with a policy of free dormitory accommodation for 31 students. The scale of emergency support has also been significantly expanded. While in 2024, the University awarded 100 scholarships (approximately 1 billion VND) to students in 26 provinces affected by Typhoon Yagi, in 2025, resources have increased to nearly 23 billion VND, supporting 11,262 students in 24 provinces and cities. Not only has the scale increased, but the support methods have also become more comprehensive, combining tuition fee reductions, scholarships, tuition fee extensions, and student loans for the same group of students. In addition, the network of partners continues to expand with new cooperation agreements with Truong Tuoi Group, OCB, MB, UOB Vietnam, and the UEH Challenge 24h of Giving campaign, which attracted over 1,000 participants. For the bottom 20% of students, the 2025 targets are set higher than the 2024 results (Coverage 96.8%; Retention 98.5%; Graduation 96.7%; Employment 97%). [Actual 2025 results need to be added for comparison]
From this, it can be seen that UEH’s commitment to students in difficult circumstances is implemented consistently and flexibly: maintaining regular support policies while promptly expanding them when students face risks, so that no student is left behind due to financial reasons.
