UNIVERSITY ADMISSION 2023: Guidelines for proving priority groups and priority areas in the regular university admission in 2023

To implement the policy of prioritizing enrollment for students from the 20% of households with the lowest income nationwide, UEH has implemented an unrestricted annual enrollment policy for target groups according to Circular No. 08/2022/TT-BGDĐT dated June 6, 2022, by the Ministry of Education and Training regarding the promulgation of the enrollment regulations for university level; enrollment for college level in Early Childhood Education.

  1. PRIORITY GROUPS

A. GROUP 1 PRIORITY    
1. Subject Type 01: Vietnamese citizens who are ethnic minorities with a permanent residence for 18 months or more during high school or vocational school in Area 1.   – Birth certificate of the candidate.   Copy or extract of the birth certificate  

=> Since the birth certificate is already included in the enrollment file, students do not need to submit it again.  

2. Subject Type 02: Workers directly involved in production who have worked continuously for 5 years or more, including at least 2 years recognized as an excellent soldier by the province or higher and awarded a merit certificate.   – Confirmation letter from the management unit regarding the work duration   Original document  
– Merit certificate or decision recognizing the individual as an excellent soldier at the provincial level.   Certified copy (notarized photocopy)  
3. Subject Type 03:      
  a) Disabled soldiers, sick soldiers, individuals holding a “Certificate of entitlement to policies similar to disabled soldiers;”   – Certificate of disabled soldier, sick soldier (or Disabled soldier card, Sick soldier card); Certificate of entitlement to policies similar to disabled soldiers.   Certified copy (notarized photocopy)  
b) Military personnel; officers, non-commissioned officers, conscripts in the People’s Police on active duty sent to study with a service period of 12 months or more in Area 1;  

c) Military personnel; officers, non-commissioned officers, conscripts in the People’s Police on active duty sent to study with a service period of 18 months or more;  

– Confirmation letter from the unit sending to study from the Regiment level (or equivalent) or higher   Original document  
– Call-up order or unit notice, local authority where the initial screening is recognized.

d) Military personnel; officers, non-commissioned officers, conscripts in the People’s Police who have completed their service and have been recognized for completing their service obligations as prescribed.   – Discharge decision.   Certified copy (notarized photocopy)  
4. Subject Type 04:    
  a) Relatives of martyrs; – Birth certificate of the candidate

– Death certificate or Certificate of “The Fatherland Acknowledges”;

– Declaration of the situation of the martyr’s relatives (Form No. 05 issued together with Decree 131/2021/ND-CP);

– Decision to issue the martyr’s family certificate and monthly allowance from the Department of Labor – Invalids and Social Affairs (if any).

b) Children of war invalids, children of sick soldiers, children of those receiving policies like war invalids suffering from a labor capacity reduction of 81% or more; – Birth certificate of the candidate,

– Certificate of war invalid awarded by the competent authority as regulated; or Certificate of those entitled to policies like war invalids with a labor capacity reduction of 81% or more issued by the Department of Labor, Invalids and Social Affairs.

=> Since the birth certificate is included in the admission file, students do not need to submit it again.

 

  c) Children of resistance fighters affected by toxic chemicals with a labor capacity reduction of 81% or more; – Birth certificate of the candidate,

– Certificate of resistance fighters affected by toxic chemicals granted by the competent authority as regulated, or Certificate of resistance fighters affected by toxic chemicals issued by the Department of Labor – Invalids and Social Affairs.

=> Since the birth certificate is included in the admission file, students do not need to submit it again.

 

d) Children of Heroes of the People’s Armed Forces, children of Labor Heroes during the resistance period; – Birth certificate of the candidate,

– Decision recognizing the Hero of the People’s Armed Forces or Decision recognizing the Labor Hero during the resistance period.

đ) Children of resistance fighters with deformities or disabilities due to the consequences of toxic chemicals receiving monthly allowances. – Birth certificate of the candidate,

– Decision of monthly allowance (issued by the Department of Labor, Invalids and Social Affairs) for children of resistance fighters with deformities or disabilities due to toxic chemicals.

B PRIORITY GROUP 2      
1. Subject Type 05:    
  a) Young volunteers sent to school;   – Confirmation letter from the unit sending for training.   Original document  
b) Soldiers; officers, non-commissioned officers, conscript soldiers in the People’s Public Security who are called to training with service time under 12 months in Area 1 and under 18 months in other areas.   – Confirmation letter from the unit sending for training from the regiment level (or equivalent and above).  

Or a copy of the conscription order or a confirmation from the local police unit where the candidate is recruited.

2. Subject Type 06:    
  a) Vietnamese citizens belonging to ethnic minorities with permanent residence outside the prescribed area belonging to group 01;   – Birth certificate of the candidate.   Copy or extract of the birth certificate  

=> Since the birth certificate is included in the admission file, students do not need to submit it again.

b) Children of war invalids, children of sick soldiers, children of those who are entitled to policies like war invalids with reduced labor capacity under 81%;   – Birth certificate of the candidate.  

– Certificate of war invalid status issued by the competent authority as prescribed or certificate of sick soldier status issued by the competent authority as prescribed or certificate of those entitled to policies like war invalids issued by the Department of Labor, War Invalids and Social Affairs.

=> Since the birth certificate is included in the admission file, students do not need to submit it again.

c) Children of those who participated in resistance against foreign invaders and were affected by toxic chemical agents with reduced labor capacity under 81%.   – Birth certificate of the candidate.  

– Certificate of status as a participant affected by toxic chemical agents issued by the competent authority of the Ministry of Defense, Ministry of Public Security, or certificate issued by the Department of Labor, War Invalids and Social Affairs.

3. Subject Type 07:    
  – Severely disabled persons with disability confirmation from the competent authority according to the provisions of Circular No. 01/2019/TT-BLĐTBXH dated January 2, 2019, of the Ministry of Labor, War Invalids and Social Affairs on the determination of disability level conducted by the Disability Assessment Council.   – Disability confirmation from the competent authority according to the provisions of Circular No. 01/2019/TT-BLĐTBXH dated January 2, 2019, of the Ministry of Labor, War Invalids and Social Affairs.   Original Document
  1. PRIORITY AREAS
No. CASE EVIDENTIAL DOCUMENT
1 Enjoy priority according to the area of the high school    
  + The admission area of each candidate is determined based on the location of the school where the candidate studied the longest during high school (or vocational school);  

+ If the length of study is equivalent in different areas, the area of the school that the candidate last attended will be considered. .

Based on the information on the complete high school transcript for 03 years (or vocational, technical, or secondary education) of the student.  
2 Enjoy priority according to the place of permanent residence    
  – Students from inner-ethnic boarding schools are entitled to the priority and benefits of the State as prescribed;  

– Students who have their permanent residence (during their time in high school or vocational school) for more than 18 months in area III rural communes and particularly disadvantaged communes in ethnic and mountainous regions as prescribed by the Minister, Chairman of the Ethnic Committee, and the Prime Minister; particularly disadvantaged communes in coastal and island areas; particularly disadvantaged communes, border communes, and safe zones that are part of the investment program of Decision 135 (according to Decision No. 135/QĐ-TTg dated July 31, 1998, by the Prime Minister); particularly disadvantaged hamlets and communes in areas as regulated by the Prime Minister if attending high school (or vocational school) at locations within districts, towns, or cities directly under the province that contain at least one particularly disadvantaged commune.

Based on the information on permanent residence and the period of residence declared by students on the enrollment registration system of the Ministry of Education and Training.   
  – Military personnel; officers, non-commissioned officers, and soldiers on duty within the People’s Public Security who are sent to take the entrance exam,  

+ if stationed for 18 months or more in any area, they will receive priority according to that area or based on their permanent residence before enlisting, whichever area has a higher priority;  

+ if stationed for 18 months or more in areas with different priority levels, they will receive priority according to the area with the longer stationing time;  

+ if stationed for less than 18 months, they will receive priority according to the place of permanent residence before enlisting.

– Confirmation paper from the unit regarding the time and location of the stationed troops.
