UEH has established a Community Outreach Program on Efficient Energy Use (as stipulated in Article 10, Chapter II – Regulations Regarding Green Campus Practice of UEH), which provides a structured mechanism linking the community – businesses – local authorities to promote clean energy and energy efficiency. This initiative forms the framework for a wide range of awareness – training – enterprise consultancy – research and policy advisory activities. The program has been operationalized through the UEH Green Campus Project (2021–2024), developed under a Living Lab model. Its focus areas include renewable energy, energy-saving solutions, policy research/podcast, and carbon market dialogue forums and disseminating the model to other universities and local communities. The initiative directly contributes to 7.4.1 (Community outreach), 7.4.2 (Encouraging and supporting the community to commit to 100% renewable energy use, both on and beyond campus), 7.4.3 (services/solutions for enterprises/industries); and 7.4.4 (Contributing to energy policy development) with publicly accessible source links.

1. Regarding the policy

In 2023, although no formal regulations yet encouraged activities, workshops, or services related to emission reduction and energy efficiency, the University of Economics Ho Chi Minh City (UEH) proactively implemented multiple programs to advise and support local enterprises in improving energy efficiency and promoting the adoption of clean energy. These initiatives included energy audits, thematic workshops, research and dissemination of renewable energy solutions, as well as policy advisory services for regulatory authorities.

By 2024, UEH formally incorporated these activities into its regulations and implementation plans, providing a clearer orientation for the sustainable development roadmap of the university and fostering collaboration.

This regulation has been incorporated into Article 10. Community Outreach Program on Efficient Energy Use in Chapter II: Green Campus Practice Regulations at UEH of the Regulations Regarding Green Campus Practice.

Article 10. Community Outreach Program on Efficient Energy Use

To promote awareness and action toward sustainable development, the University of Economics Ho Chi Minh City (UEH) implements the Community Outreach Program on Efficient Energy Use. The program aims to disseminate knowledge, encourage the community to adopt energy efficiency practices, and support enterprises and regulatory authorities in applying clean and efficient energy. Activities under the program include communication – training – consulting – research, designed to connect academia, businesses, and the wider community, contributing to the development of sustainable production models in society.

1. Publicly organizing community awareness activities. UEH conducts programs, seminars, panel discussions, and communication campaigns to raise awareness among staff, lecturers, students, and the community about the importance of clean and efficient energy use. These activities are carried out regularly and open to all organizations and individuals outside UEH, facilitating the dissemination of energy-saving messages, encouraging sustainable energy consumption behaviors, and promoting community engagement toward green development goals..

2. Provision of energy efficiency services for external enterprises. UEH provides direct consultancy and technical support to local businesses to assess, monitor, and improve energy efficiency, while promoting the adoption of clean energy models. Support activities include evaluating energy consumption, identifying savings potential, advising on energy technology and management solutions to optimize operations, as well as organizing training and capacity-building for technical personnel. Through these initiatives, UEH contributes to enhancing the capabilities of enterprises to adapt to sustainable energy requirements and reduce greenhouse gas emissions.

3. Research and policy advisory on clean energy for practical application. UEH actively conducts research, development, and implementation of renewable energy solutions and clean energy technologies, while serving as a consulting partner to regulatory authorities in the formulation and refinement of related policies. Research focuses on proposing practical application models, recommending policies that encourage investment in clean energy, and assessing the impact of energy efficiency measures on economic and social development. In addition, UEH strengthens collaboration with research institutes, international organizations, and enterprises to promote energy technology transfer, data sharing, and the dissemination of sustainable energy practices within the community.”

2. Implementation

The policy is concretized through the ‘UEH Green Campus Project’, with the long-term objective of creating a learning – research – community environment oriented toward sustainable development and clean energy, encouraging the community to commit to 100% renewable energy use, both on campus and beyond (aligned with SDG 7.4.2).

In 2024, UEH achieved significant milestones in building a Green University ecosystem, including the installation of solar power systems, conducting energy transition research, and reinforcing its pioneering role in applying clean energy technologies. These efforts enabled the scaling and transfer of renewable energy, energy-efficient, and low carbon emissions reduction (cutting 1,265,560.2 tons of CO₂ emissions in 2024).
