The University of Economics Ho Chi Minh City (UEH) is consistently committed to building a fair and safe learning and working environment where all members are protected and respected. The university has established a comprehensive policy system and procedures for receiving and handling reports, ensuring the complete confidentiality and protection of learners and staff against all acts of discrimination, harassment, or injustice in education and employment; while also ensuring that those who report discriminatory or unjust behavior do not face disadvantages in their studies or work.

UEH strictly handles violations of anti-discrimination regulations, based on current disciplinary regulations with measures ranging from warnings to expulsion. Accordingly, UEH has established protection procedures and measures, including:

Regulations on Academic Integrity: Decision No. 4233/QD-DHKT-NCPTGKTC of UEH promulgates regulations on academic integrity tin scientific and technological research, emphasizing UEH’s commitment to protecting the university’s academic values and reputation, while laying the foundation for a quality and responsible research environment. These regulations set standards to ensure honesty, transparency, and accountability in research, applying to all researchers, lecturers, and students at UEH. At UEH, academic integrity is not only a standard but also an immutable principle in the scientific and educational environment. UEH ensures that all researchers, staff, and learners are responsible for complying with these rules and have the right to report violations without fear. UEH will continue efforts to protect the rights of whistleblowers and maintain a clean educational environment where all discriminatory or unjust acts are resolved transparently and fairly.

Furthermore, UEH has issued the Regulations on receiving and resolving complaints and denunciations (Decision No. 2410/QD-DHKT-BDCLKSNB dated July 31, 2025) and the Complaint resolution process (Decision No. 2617/QD-DHKT-BDCLKSNB dated July 31, 2025), the Denunciation resolution process (Decision No. 2616/QD-DHKT-BDCLKSNB dated July 31, 2025). These are official documents, developed based on the 2011 Law on Complaints and the 2018 Law on Denunciations, ensuring compliance with national law. In its promulgated regulations and policies, UEH always clearly stipulates the following principles:

+ Information confidentiality: UEH commits to keeping confidential the identity, address, and personal information of complainants and whistleblowers. Whistleblowers are comprehensively protected, and their rights are not affected.

The identity and personal information of the whistleblower are kept absolutely confidential.

+ Transparency and fairness: The process is carried out in accordance with the law, under supervision to protect the legitimate rights and interests of related parties.

+ Proper authority: Depending on the subject (learner or staff) and the nature of the case, the complaint/denunciation will be sent to the correct functional unit for handling.

These policies are widely publicized on the UEH Portal, ensuring transparency and equal access for all members. They are implemented by the Human Resources and Organisation Development Department, Department of Student Affairs, Department of Training, in coordination with relevant functional units including the Department of Research – Development and Global Engagement and the Department of Communications and Partnerships, ensuring mechanisms for feedback, protection, and violation handling. Simultaneously, UEH enhances support services and feedback channels: UEH deploys diverse forms of receiving and processing support requests (05/2024) to standardize the process. The support mechanism is institutionalized – digitalized, public, and transparent for learners, officials, and employees, improving accessibility, traceability, and responsiveness. 

Building upon these policy foundations, UEH launched a multi-channel communication campaign  “Run ahead of the darkness: Learn to protect yourself from sexual harassment”, helping students, lecturers, and officials identify and prevent harassment, while equipping them with legal knowledge and necessary self-protection skills. Concurrently, UEH also disseminated a multi-channel communication campaign on “Gender equality in perceptions of sexual harassment: Victims are not only female” to raise comprehensive awareness and protect all victims of sexual harassment regardless of gender. At UEH, students can share their stories with the Department of Student Affairs (DSA). DSA understands that sexual harassment is a serious issue that can cause psychological and physical harm. Therefore, more than anyone, DSA wishes to accompany students to overcome their current situation and on their healing journey.

The talkshow  “Sexual harassment – Silence or Speak up” created an open and in-depth forum for discussing topics related to “sexuality,” “sexual harassment,” and “Laws related to the crime of sexual harassment and sexual exploitation” from the perspectives of experts in sociology, sexology, and law. Thereby, it helped students gain useful knowledge and skills for preventing sexual harassment, raising awareness, and encouraging victims (regardless of gender) to speak up when experiencing sexual harassment. It also provided debriefing, answered questions, offered in-depth advice and personal counseling during and after the program, as well as provided support, reporting, and protection channels for students showing signs of experiencing sexual harassment.
