3.3.6. Smoke-free policy

UEH continues to maintain and strengthen the implementation of the “No Smoking” policy towards a green – clean – sustainable learning environment.

Always aiming to build a healthy, safe and civilized learning and working environment, Ho Chi Minh City University of Economics (UEH) continues to strongly implement a no smoking policy across campus(13 facilities)in 2024.

This policy is strictly implemented according to Regulations on “Smoking is prohibited on campus and in designated smoking areas” mentioned in Appendix 1, Section 11 Regulations on Student Affairs of Full-time University System(Issued with Decision No. 3744/QD-DHKT-CTCT dated October 24, 2016 of the President of Ho Chi Minh City University of Economics). 

Article 2, Appendix 1. Regulations on self-study and common living areas according to Regulations on internal rules at the Dormitory of Ho Chi Minh City University of Economics (Issued with Decision No. 4475/QD-DHKT-CSNH dated October 31, 2024 of the Director of Ho Chi Minh City University of Economics) clearly state:“Do not use stimulants, drugs, bring flammable or explosive materials, smoke or drink alcohol in the self-study and common areas.”

Article 5, Appendix 3. Regulations on elevator use according to Regulations on internal rules at the Dormitory of Ho Chi Minh City University of Economics (Issued with Decision No. 4475/QD-DHKT-CSNH dated October 31, 2024 of the Director of Ho Chi Minh City University of Economics):“Do not smoke or use flammable substances in the elevator.”

This regulation emphasizes the importance of ensuring discipline and building a civilized, smoke-free learning and working environment, aiming for a clean space for all members of the UEH community. According to the regulation, violators less than 3 times will be warned; recidivists from the 3rd time onwards will be reprimanded or subject to higher disciplinary measures.

In particular, a no-smoking policy is also stipulated and communicated throughUEH Green Campus Project (2021-2025) – a green campus construction project managed by the Sustainable University Project Board to minimize climate impacts from operations at more than 13 UEH campuses https://gogreen.ueh.edu.vn/, Applicable to lecturers, staff, employees and visitors to UEH. The policy not only demonstrates the spirit of compliance with legal regulations but also UEH’s commitment to protecting public health, aiming at Green – sustainable – smoke-free university.

In 2024, UEH will promote visual and online propaganda forms such as:

+ Deploying the “No Smoking Area” sign system at all UEH facilities

Smoking in common areas is a violation at UEH.

+ The Student Union has carried out activities promote the harmful effects of electronic cigarettes through posting on websites as well as email marketing to all students. The content focuses on clarifying the negative effects of electronic cigarettes on physical and mental health, especially in adolescents, and at the same time calls on students to build a healthy lifestyle and say no to electronic cigarettes. Through this activity, students’ awareness of the harmful effects of electronic cigarettes is significantly raised, contributing positively to building a smoke-free school environment.

+ Organize regular and surprise inspections by the Student Care Board, monitoring implementation, reminding and strictly handling violations.

Compared to 2023 – the key period is“propaganda and handling of violations”, 2024 witnessed theShift from control to maintaining and spreading a smoke-free cultureUEH not only enforces regulations but also builds awareness and healthy living habits for the entire community. From a disciplinary policy, UEH has turned “No Smoking” into a standard behavioral culture in the university environment, contributing to promoting health and mental well-being for students, employees, as well as protecting the general environment.
