University of Economics Ho Chi Minh City (UEH) serves as a neutral foundational platform connecting multiple stakeholders at various levels – state agencies, businesses, international organizations, NGOs, and the academic community – to collaboratively discuss, critically assess, and develop solutions for socio-economic development challenges and public policy issues. UEH functions not merely as an educational and research institution but as an open and secure academic forum where all voices are respected in the spirit of academic freedom, objectivity, and political impartiality, governed by internal policies such as the Code of Conduct and the Anti-Discrimination Policy publicly announced on the UEH Information Portal.
UEH is committed to maintaining its neutral, objective, and secure role in all policy dialogue activities. All forums, seminars, and programs organized or co-organized by UEH are implemented according to the principle of respecting diverse perspectives, representing no particular political viewpoint, and ensuring a safe space for all stakeholders in the political system, business sector, civil society organizations, and academic circles to engage in candid discussions about public policy challenges.
UEH fulfills this commitment within the framework of Vietnamese law, by adhering to the institutional Code of Conduct and Anti-Discrimination Policy, ensuring:
1. Institutional neutrality – UEH does not represent or advocate for any faction, interest group, or political viewpoint.
2. Transparent, respectful, and academically rigorous conduct – all opinions are heard and critically assessed on the basis of science and evidence.
3. Information transparency and disclosure – program agendas, materials, and post-event remarks are widely disseminated to serve academic and public policy objectives.
Through these principles, UEH affirms its role as a neutral platform, making a positive contribution to the formation of open, secure, and knowledge-based policy dialogues aimed at advancing sustainable development and transparent public governance.
In 2024, UEH organized and co-organized numerous national and international policy dialogue forums, with the participation of ministries, sectors, local governments, international organizations (World Bank, UNDP, EEPSEA, NGOs), and independent academic experts. These activities have created a “neutral space” where stakeholders can frankly discuss critical issues such as carbon markets, green growth, circular economy, sustainable development in the Mekong Delta region, and climate change adaptation.

Beyond these policy dialogue forums, UEH also operates platforms for knowledge dissemination and multi-stakeholder connection: the ArtTech Hub (ath.ueh.edu.vn) – an interdisciplinary academic ecosystem linking art, technology, and research, organizing the ArtTech Fusion series as a global co-creation space oriented toward innovation and sustainable development; and UEH Future – UEH’s Academic Brand (https://future.ueh.edu.vn/ueh-thuong-hieu-hoc-thuat/) – the “Research Contribution For All – Research for Community” program aimed at disseminating research findings and applicable knowledge to the public, serving as UEH’s “extended arm” in its mission to serve society. These two platforms strengthen the neutrality, transparency, and evidence-based character of policy dialogues at UEH, expanding reach from local to regional and international levels.
In 2024, UEH organized 17 policy dialogue forums and workshops, attracting over 2,300 delegates from 15 state agencies, 12 international organizations, and more than 20 partner universities, transforming from a university serving as a “policy dialogue participant” into a “neutral and trusted platform for leading national and international policy dialogue” (neutral and trusted platform for policy dialogue) – directly contributing to SDG 16.3 and SDG 17.16 objectives.
These dialogues are not partisan in nature but instead aimed at promoting transparent, effective, and evidence-based public policy, thereby contributing to the consolidation of UEH’s role in advancing SDG 16 – Peace, Justice and Strong Institutions.
