The University of Economics Ho Chi Minh City (UEH) affirms its pioneering role as a research-oriented and policy-focused higher education institution in Vietnam. Beyond training high-quality human resources, UEH maintains its position as a knowledge center bridging science with practice, particularly in enhancing capacity for policy formulation and legislative teams at national, regional, and local levels.
With a sustainable development orientation, UEH has implemented a series of community programs, training sessions, seminars, roundtables, and policy dialogues aimed at equipping state management agencies, legislative bodies, and local governance with knowledge, skills, and evidence-based decision-making tools grounded in scientific research.
The programs focus on five critical thematic areas of national development, including:
+ Economics: sustainable growth, digital economy, public finance, sustainable tourism
+ Law: institutional reform, implementation of the Land Law 2024, developing legal frameworks for emerging technologies
+ Technology: digital transformation, artificial intelligence, data governance, innovation
+ Migration and regional development: governance in the Mekong Delta region, climate-adaptive urban development
+Climate change: emissions reduction policies, circular economy, green energy
The operational programs are coordinated by the Research-Development and Global Engagement Division, member schools, UEH Mekong, Faculties/Institutes, under the direction of the University Council – ensuring sustainability, continuity, and alignment with sustainable development goals through 2030.
Through a system of continuous dialogue, training, and knowledge dissemination programs, UEH has directly enhanced policy capacity for officials, legislators, and leaders at all levels in 2024. Notable achievements include:
+ Strengthening scientific-policy understanding in economics, law, technology, and environmental sectors
+ Establishing multi-level knowledge collaboration networks, connecting UEH with ministries, sectors, localities, and international organizations
+ Contributing directly to national policy formulation processes through reports, recommendations, and institutional improvement proposals
Through these activities, UEH has affirmed and continues to affirm its role as a leading knowledge center and policy advisory institution, contributing to equipping policymakers and legislators with the capacity, tools, and vision necessary to effectively address socio-economic challenges in the current context of transformation and sustainable development.

In 2023, the University of Economics Ho Chi Minh City focused on building a foundation for promoting social awareness of critical issues such as economics, law, technology, migration, and climate change. These activities primarily targeted students, lecturers, and the academic community, focusing on knowledge dissemination, raising legal awareness, and promoting sustainable development thinking. Through this, UEH contributed to fostering a spirit of respect for the rule of law, justice, and social accountability in the community.
In 2024, UEH recorded significant progress in both scale and content depth, demonstrating a transformation from knowledge dissemination to capacity enhancement for policy formulation and legislative teams at national, regional, and local levels. Activities in 2024 demonstrated notable improvements and innovations in quality, including:
+ Expanding participant scope, attracting participation from policymakers, ministry leaders, local governance, and experts from central agencies such as the Ministry of Science & Technology, Ministry of Natural Resources & Environment
+ Strengthening alignment with practical policy implementation
+ Expanding research and training topics, focusing on emerging global issues such as trustworthy artificial intelligence, digital transformation, and circular economy, thereby affirming the role of connecting science, technology, and public policy
+ Diversifying implementation formats, flexibly combining academic conferences, policy dialogues, intensive training, and interdisciplinary forums, linking research-training-policy advisory functions
Overall, 2024 marks a strong transition in scale, quality, and social impact. UEH not only maintained its community education orientation from 2023 but also elevated itself to become a national knowledge center and policy advisory institution, contributing directly to evidence-based policy formulation processes. This transition represents UEH’s strategic advancement from “community education” to “capacity development for policy formulation and legislative teams,” thereby consolidating UEH’s position as a pioneering academic-policy actor in Vietnam’s sustainable development ecosystem. For the 2025-2030 period, UEH aims to expand policy training programs for 500+ management officials at provincial and ministerial levels, aspiring to become a national policy advisory center on sustainable development.
