University of Economics Ho Chi Minh City (UEH) affirms its principles of integrity, transparency and accountability in all governance, teaching and research activities. The institution implements a “Zero Tolerance” policy against all forms of corruption, bribery and professional ethics violations, viewing this as a critical foundation for building a sustainable and trustworthy academic and working environment.
Policies and Implementation Principles
UEH has issued the Regulation on Disciplinary Actions and Compensation Responsibilities of Officials and Employees (Number 1238/QyD-DHKT-TCHC, issued 03/05/2018) published on the UEH Information/Internal Announcements Page at https://ueh.edu.vn/ueher/thong-tin-tu-ueh/ to establish the scope of disciplinary action, authority for handling, forms of discipline, and compensation responsibilities when officials and employees violate legal provisions and internal regulations of the institution.

This regulation explicitly specifies certain violations related to anti-corruption and anti-waste laws, gender equality, prevention of social evils and other legal provisions – including conduct that does not yet constitute grounds for criminal prosecution – fall within the scope of disciplinary action in accordance with UEH’s internal regulations. Additionally, Article 4, Section 4 of Regulation 1238/QyDD-DHKT-TCHC dated 03/5/2018 provides provisions for disciplinary action in cases of “Violations of anti-corruption laws; implementation of frugality and anti-waste practices; gender equality; prevention of social evils and other legal provisions that do not yet constitute grounds for criminal prosecution.”
This document serves as important internal evidence demonstrating that UEH has policies and mechanisms for addressing conduct related to corruption and bribery at the personnel level within the institution, with regulations disclosed through the institution’s official channels.

Implementation and Transparent Oversight
Simultaneously, UEH strictly complies with and implements rigorous asset and income declaration activities for officials and employees holding positions from Deputy Department Head and above (initial declaration, declaration for personnel work purposes, annual declaration, and supplementary declaration if applicable) in accordance with Decree No. 130/2020/ND-CP dated October 30, 2020 by the Government, which details provisions of the Anti-Corruption Law on monitoring assets and income of persons holding office and authority in agencies, organizations and units.
