The University of Economics Ho Chi Minh City (UEH) consistently prioritizes the establishment of transparent, democratic, and accountable institutions that ensure broad participation from all stakeholders. Within its organizational structure (https://www.ueh.edu.vn/en/about-us/organizational-structure/council/), the University Council serves as the highest governing body, responsible for strategic planning, human resource policy, education and research governance, as well as sustainability orientation. 

Based on the provisions of the Law on Higher Education (amended), the organizational and operational mechanism of the UEH University Council is detailed in the Regulations on Organization and Operation of the University of Economics Ho Chi Minh City, issued under Resolution No. 30/NQ-ĐHKT-HĐĐH dated 10 November 2023. Specifically, in Chapter II, Section 2, Article 20, Clause 3, the composition of the UEH University Council is clearly defined to include both internal and external members, with a minimum total of 15 members. This structure ensures a balance of representation across the university community:

+ Faculty representatives are elected to the University Council and must constitute at least 25% of the total membership, ensuring equal access and fair representation of academic interests.

+ Staff and non-faculty employee representatives ensured participation in the Council, reinforcing the inclusiveness of institutional governance and prevention of discrimination.

+ Student representatives (learners at undergraduate and graduate levels) participate through ex officio membership. This includes the representative from the Ho Chi Minh Communist Youth Union Executive Committee – a structure that promotes participation of youth, democratization, and peaceful societies.

Electoral mechanism for representation: Faculty and staff representatives are elected through a regulated election process, embodying democratic representation.

+ The Regulations provide for the organization of the UEH Delegate Conference, where delegates are elected from UEH’s affiliated units and bodies.

+ At this Delegate Conference, members of the University Council – including representatives of faculty and staff – are elected.

+ The preparation process for each new Council term includes unit-level conferences to select delegates to the UEH Delegate Conference, where candidates for Council membership are nominated following the defined representative composition. Subsequently, the Conference elects the formal Council members.

During 2024, in Meeting 15 (23 August 2024), the UEH Council implemented an update to replace the representative ex officio member from the Ho Chi Minh Communist Youth Union to be a student, demonstrating that student representation operates effectively and reflects actual institutional accountability, not merely symbolic inclusion.

During the UEH General Conference of Officials and Employees, UEH members elected the new University Council, and the first meeting of the 2025–2030 term was convened to elect the Council Chairperson.

The composition of the 2025–2030 University Council demonstrates the presence of numerous faculty representatives, including professors and associate professors, many of whom hold managerial positions in functional units at UEH, classified as staff representatives (e.g., vice presidents and department heads). Importantly, the continued involvement of a student representative from the Ho Chi Minh Communist Youth Union (Mr. Huynh Van Sy, Class AR001, Course 50) as an ex officio member confirms the inclusion and equal access of learners in representative decision-making.

In conclusion, UEH fully meets the 16.2.1 criterion through comprehensive regulations and implementation ensuring the inclusion of all major institutional constituencies. The Council’s structure guarantees a minimum 25% of members are faculty representatives, while also incorporating staff, employees, and student representatives chosen through transparent and participatory elections at the Delegate Conference. This representative system enhances justice, integrity, and transparency, contributing to peaceful and inclusive societies and supporting the overarching goals of SDG 16 – Peace, Justice and Strong Institutions.
