1. Strategy Description
University of Economics Ho Chi Minh City (UEH) has developed a Watershed management strategy under the UEH Green Campus Project.
This strategy serves as a comprehensive plan aimed at protecting the biodiversity of aquatic species across different river basins, with a particular focus on the Mekong Delta region.
2. Core components of the strategy
The strategy is implemented through three main pillars of action:
+ Pillar 1: Standard Development (Policy): Establish and promulgate standards and guidelines on water quality for discharge activities (as reported in Section 14.4.1) to control physical and chemical discharge factors.
+ Pillar 2: Monitoring: Implement an ecosystem health monitoring strategy (as reported in Section 14.5.2) to assess impacts and track the biodiversity of aquatic species.
+ Pillar 3: Mitigation Actions: Execute pollution source reduction plans, particularly for chemical pollutants (as reported in Section 14.5.1).
3. Internal commitment and supporting policies (Enhancing the implementation of regulation No. 2059)
The entire watershed management strategy has been institutionalized and supported under the “Regulations Regarding Green Campus Practice” (Decision No. 2059/QD-DHKT-CSVC) through the following provisions:
+ Strengthening the implementation of Clause 15, Article 6 (Pilot addition): This clause represents the strategic core commitment – “A pilot initiative to develop and promulgate standards and guidelines for water discharge quality, and an official strategy to monitor the health of related aquatic ecosystems.”
+ Strengthening the implementation of Article 9, Clause 5 (Existing provision): This clause represents the ongoing source reduction action within the strategy, requiring the “Replacement of cleaning materials and agents with organic, safe, and environmentally friendly products,” directly contributing to the protection of aquatic biodiversity.
