The University of Economics Ho Chi Minh City (UEH) places learners at the center of its sustainable development strategy, emphasizing equitable living, learning, and growth conditions for all students, including those from disadvantaged backgrounds.
In 2024, the total value of UEH’s financial support programs exceeded VND 11 billion, ensuring that students can study with confidence and contribute positively to sustainable communities and urban development in alignment with the principle of leaving no one behind.
Affordable and Safe Dormitories – Ensuring Accessible and Sustainable Housing
To help students stabilize their accommodation at a reasonable cost, UEH operates dormitories in Ho Chi Minh City and at the UEH Mekong Campus (Vinh Long) with modern infrastructure and sustainable building design that ensures safe cities and well-being for residents.
Accommodation and Dormitory Support – Ensuring safe, economical and comfortable accommodation. Facilities include:
+ A UEH Shuttle Bus system supporting public transport and transport systems, reducing travel costs and promoting sustainable urbanisation.
+ QR-code security access integrated in the UEHer App.
+ Filtered drinking water systems on each floor for resource efficiency.
+ Self-service laundry and drying machines managed through an online booking system.
+ Photocopy and document services connected to the UEHer App.
+ Free Wi-Fi, shared study spaces, online testing zones, and vending areas to create a connected community and inclusive environment.

UEH dormitories at all campuses in Ho Chi Minh City

UEH also prioritizes and provides special support for students from disadvantaged or vulnerable backgrounds. The specific groups receiving assistance include:
+ Students recognized as Heroes of the People’s Armed Forces, Labor Heroes, war invalids, sick soldiers, or those entitled to equivalent social policies, as well as students with disabilities.
+ Students who are children of martyrs, children of war invalids or sick soldiers, or children of individuals recognized for their contributions to the nation.
+ Students belonging to ethnic minorities.
+ Students who are orphans of both parents.
+ Students from poor and near-poor households, as defined by current national regulations.
+ Students whose permanent residence is in mountainous areas or regions with difficult socio-economic conditions.
+ Students with outstanding personal achievements in academics, political or social activities, or arts and sports movements recognized at the provincial level or higher.
In 2024, 140 students under social policy categories or from disadvantaged backgrounds received dormitory fee support totaling VND 212,090,000. This policy helps students significantly reduce housing expenses, allowing them to focus on their studies and better integrate into the learning community at UEH.
At the same time, UEH implemented online counseling and support activities for students through:
+ An advisory channel and Q&A service regarding dormitory facilities and student activities via the UEH Dormitory Fanpage, promoting a safe and connected community.
+ Website and Fanpage “Nha Tro Online UEH” (UEH Online Housing) a platform that regularly updates listings of dormitories, rental rooms, and shared accommodation opportunities, improving access to affordable housing.
+ A communication series on dormitory registration and safe accommodation skills, enabling students to proactively select suitable living spaces according to their financial conditions.
These initiatives not only provide practical information support but also foster a sustainable community network in which students assist one another, embodying UEH’s values of inclusion, social responsibility, and commitment to sustainable development and urban sustainability.
Financial Support – A Foundation for Student Well-being and Academic Stability
In 2024, the total value of financial support programs implemented by UEH for students exceeded VND 11 billion, reinforcing the university’s commitment to inclusion, equality, and the creation of sustainable communities. The initiatives included:
+ Study support scholarships for 1,097 students from disadvantaged backgrounds, with a total value of VND 7,431,512,188, helping them maintain academic progress and stability.
+ Corporate scholarships – “Chấp cánh ước mơ” (Wings of Dreams): 309 awards with a total value of VND 3,814,689,895, enabling students to overcome financial difficulties, develop their capabilities, and contribute to the community.

These financial assistance programs form an integral part of UEH’s strategy to promote sustainable development, ensuring that all students regardless of background have equitable access to education and opportunities to thrive within a resilient and inclusive university infrastructure aligned with urban sustainability principles.
The “Chấp cánh ước mơ” (Wings of Dreams) scholarship, under the Talent Nurturing Program, serves as a bridge between UEH and the business community in spreading the spirit of sharing and social responsibility.
+ The Study Loan Program supported 65 students with tuition loans totaling VND 1,220,437,400, and 26 students were assisted through 0% interest installment plans using Sacombank credit cards. In addition, UEH implemented a loan interest subsidy policy, under which students repay the principal while UEH covers the interest cost for the bank. This measure helps to reduce students’ financial burden, ensuring stability and confidence in their studies. Through this policy, 32 students received interest support, enabling them to pursue their education and personal development goals without interruption. Furthermore, UEH facilitates access to low-interest government education loans by issuing loan confirmation certificates via its UEH E-Portal (es.ueh.edu.vn), allowing students to apply for financial aid from the Vietnam Bank for Social Policies. In 2024, UEH issued approximately 3,000 confirmation certificates, enabling students to complete their loan applications efficiently. This initiative represents a practical and inclusive financial support mechanism, contributing to the creation of sustainable communities and equitable access to education. It also reflects UEH’s commitment to building resilient infrastructure that supports resource efficiency, urban sustainability, and long-term sustainable development within higher education.

UEH e-transaction portal supports issuing loan confirmation certificates for students
+ UEH implemented nearly 500 tuition exemption and reduction packages, providing financial assistance to students eligible under current national regulations, with a total budget of approximately VND 6 billion. Among these, around VND 800 million (75 students) were dedicated to supporting students from poor households. This policy demonstrates UEH’s commitment to inclusion, equality, and the development of sustainable communities, ensuring that students facing financial hardship can continue their education without disruption. It also contributes to urban sustainability and sustainable development by reinforcing equitable access to education and strengthening the community of learners within the university.
In parallel, to support, encourage, and share the difficulties faced by students directly affected by Typhoon No. 03 – Yagi, 100 scholarships worth a total of VND 1,000,000,000 were awarded as a gesture of solidarity and compassion.

+ The part-time employment policy implemented through the Department of Student Affairs (DSA) provides both financial support and opportunities for students to develop practical skills. Currently, nearly 100 student collaborators and self-managed student leaders are working effectively under this model. DSA aims to further expand this network to foster a culture of sharing, responsibility, and holistic development within the UEH community a sustainable and inclusive environment where every student is supported and accompanied throughout their academic journey.

+ UEH organized free soft-skills courses (such as planning and personal financial management) for 9,557 students, helping them manage spending effectively and become more proactive in daily life.
UEH Shuttle Bus – Journey of accompanying and providing financial support to students

Alongside its scholarship and study loan programs, UEH operates the UEH Shuttle Bus service at a highly subsidized rate to reduce the transportation costs for students. The service is designed specifically for UEH students, learners, and staff, enabling convenient, safe, and affordable travel between university campuses and central city areas, thereby contributing to public transport, sustainable mobility, and safe cities.
With a subsidy of nearly VND 1 billion, the service recorded approximately 74,000 student trips in 2024, each priced at only VND 5,000 per ride. Additionally, the UEH Shuttle Bus offers preferential policies for students from disadvantaged backgrounds, reinforcing inclusion, resource efficiency, and the development of sustainable communities.

Ticket support policy for students in difficult circumstances
In addition to financial assistance for domestic students, UEH also prioritizes financial support for international students, particularly those from low- and lower-middle-income countries, to ensure equal access to education and provide favorable learning conditions.
To achieve this, UEH implemented two key policies offering scholarships and free dormitory accommodation for qualified students. In 2024, UEH awarded a full tuition scholarship to one student from the Republic of Ghana and provided free dormitory housing to 19 students from Laos and Cambodia.

Compared with 2023, UEH’s policies on affordable housing and financial support for students in 2024 have shown significant progress in scale, scope, and systematic development. While in 2023 UEH primarily focused on ensuring stable housing and basic financial assistance for students in difficult circumstances, by 2024 these policies had been comprehensively upgraded with integrated solutions that connect housing – finance – public transport – employment opportunities – and life-skills development.
The total value of UEH’s financial support in 2024 reached more than VND 11 billion, marking a substantial increase from 2023 and demonstrating the university’s strong investment in student welfare and sustainable infrastructure.
In addition, UEH expanded housing and scholarship support for international students from low-income countries, thereby realizing its commitment to inclusion, educational equality, and the globalization of learning opportunities.
These achievements affirm UEH’s dedication to building sustainable communities and a resilient campus environment, where every student is given fair and comprehensive opportunities for personal and academic growth. This contributes to the spread of the “No one left behind” value in Vietnamese higher education and supports broader goals of urban sustainability and sustainable development.
