11.4.3. Allow remote working

In 2024, the University of Economics Ho Chi Minh City (UEH) continued to implement and publicize several policies, regulations, and practices that promote remote working, online meetings, and hybrid operations to minimize travel for staff, lecturers, and learners. These initiatives contribute to energy efficiency, reduction of carbon dioxide and greenhouse gases, and align with UEH’s commitment to climate action and sustainable development.

Specifically, UEH issued Decision No. 2746/QĐ-ĐHKT-KHĐTKT (dated 25 July 2024) on the integration of online learning, affirming the standardization of digital and hybrid environments for teaching, learning, and meetings as an operational norm. On this foundation, UEH maintains advanced digital infrastructure and sustainable infrastructure, including information and communication technology (ICT) systems and hybrid classrooms utilizing Microsoft Teams, Google Meet, and Zoom, supported by official institutional guidelines to ensure inclusive education and equal access to education through technology.

Given that UEH operates across three locations Ho Chi Minh City, Vinh Long, and Nha Trang more than 30% of internal and external meetings with government bodies and international partners were conducted through online or hybrid formats. This practice enhances sustainable mobility, reduces emissions, and demonstrates UEH’s efforts toward climate change adaptation and energy-efficient operations. In 2024, UEH also conducted the Student Citizenship Week for cohorts 47, 48, and 49 entirely online through Microsoft Teams and the UEH Learning Management System (LMS), promoting quality education and inclusive learning opportunities regardless of geographic barriers.

Beyond teaching and administration, UEH applied digital innovation and hybrid methods to organize on-campus events and institutional activities, reflecting a strong institutional commitment to innovation, climate resilience, and sustainable infrastructure. These practices collectively support sustainable development and climate action through the reduction of greenhouse gas emissions and the advancement of digital transformation for environmental sustainability.

In 2024, the program was implemented in two rounds in Ho Chi Minh City and Vinh Long, expanding recruitment activities to both online and offline formats. This hybrid approach, supported by digital infrastructure, ensured inclusive education and equal access to opportunities, attracting a large number of participants from different provinces. This demonstrates UEH’s strong commitment to innovation, access to education, and quality education through hybrid engagement models that promote equitable access and strengthen university–industry collaboration for sustainable development.
Opening of the Training Course “Economic And Financial Management In The Field Of Health” Batch 4 – April 2024	Hybrid	The annual training program organized by UEH is specifically designed for the healthcare sector, based on societal needs and in accordance with the “Regulations on standards, conditions, and procedures for appointment, reassignment, and dismissal of managerial positions in public health institutions” issued under Decision No. 2969/QĐ-BYT dated 16 June 2021 by the Ministry of Health. Following three successful implementations, UEH launched the fourth cohort of the program in April 2024 using a flexible hybrid learning model. This approach integrates online learning and in-person sessions, supported by strong digital infrastructure and information and communication technology, ensuring both accessibility and innovation in training delivery.	Learners participated in a hybrid format, with in-person classes held at UEH and remote learners from other provinces attending online simultaneously through the university’s hybrid learning system. The program received enthusiastic participation from healthcare professionals, demonstrating UEH’s commitment to inclusive education, access to education, and quality education, while contributing to sustainable development through capacity-building in the healthcare management sector.
International Conference on Business and Finance 2024 (ICBF 2024)		The workshop focused on current issues and challenges in the Economics – Finance sector, providing a valuable forum for domestic and international scholars to present, learn, and exchange new research. It also created an environment to help young researchers access a professional academic environment, laying a solid foundation for their future development.	The program featured both online and in-person discussion sessions, which helped connect experts from various countries to share perspectives in finance and business.
Workshop Conquering Scientific Research with UEH Experts	Hybrid	The workshop provided academic research guidance with the participation of Assoc. Prof. Dr. Nguyen Phuc Canh, Lecturer at the Faculty of Public Finance, one of the university’s distinguished researchers with numerous scientific studies, journal articles, and conference presentations both domestically and internationally. The session outlined the benefits of engaging in scientific research and demonstrated how to develop a detailed research proposal, offering students a solid foundation to conduct academic research while still at university. The program reflects UEH’s continuous effort to promote quality education, innovation, and the development of research capacity through digital infrastructure and interactive learning methods.	The workshop attracted nearly 120 participants in person and over 100 online attendees via Microsoft Teams, demonstrating the success of UEH’s hybrid learning approach in expanding access to education and ensuring inclusive education through the use of information and communication technology, contributing to sustainable development in higher education.
Program “Secrets to effective learning”	Hybrid	The program, organized by the Department of Student Affairs (DSA), aimed to help students improve their learning abilities and optimize academic performance in the university environment. It reflects UEH’s commitment to enhancing quality education and promoting inclusive education through innovative learning initiatives that strengthen student engagement and self-development. By integrating digital infrastructure and online learning platforms, the program demonstrates innovation in teaching and learning methods, contributing to sustainable development in higher education.	The program received active participation both online via Microsoft Teams and in-person, highlighting the effectiveness of UEH’s hybrid learning model in ensuring access to education and advancing information and communication technology adoption to enhance learning outcomes and student experience.
WEBINAR “Marketing Trends 2024: Leveraging AI to Lead in Social Media and Content”	Online	The program equipped participants with fundamental knowledge of artificial intelligence (AI), providing guidance on the use of AI tools in practical contexts—particularly in the fields of Marketing, Social Media, and Content. It also addressed discussions on ethics and data privacy in AI applications, reflecting UEH’s focus on fostering innovation and digital literacy as part of quality education and future-ready skill development.	The program was conducted online via Zoom, attracting the participation of numerous students eager to update their knowledge on Marketing trends and practical AI applications. This initiative demonstrates UEH’s effective use of digital infrastructure and information and communication technology to expand access to education, encourage online learning, and contribute to sustainable development through innovative educational practices.
Student Citizenship Week for cohorts 47, 48, and 49 entirely online through Microsoft Teams and the UEH Learning Management System (LMS)	Online	The Student Citizenship Week 2024 organized by the University of Economics Ho Chi Minh City (UEH) was implemented entirely online from September 1 to October 13, 2024, through UEH’s digital ecosystem, including the MS Teams platform, the Learning Management System (LMS), and UEH web portals. The program allowed students from cohorts 47, 48, and 49 to register, attend, and complete all mandatory sessions remotely, including two live online classes and one self-study module.	All attendance, learning, and assessment activities were conducted virtually, students joined live lectures, accessed study materials, and took a 40-question online examination on LMS within flexible time frames without requiring physical presence. Faculty and administrative staff managed class assignments, attendance verification, examination supervision, and result processing remotely, ensuring seamless coordination.  The program attracted over 37,000 students across UEH campuses, reflecting the effectiveness of UEH’s remote delivery policy in minimizing commuting, lowering carbon emissions, and promoting digital transformation in education through flexible, low-carbon working and learning practices.

Compared to 2023, UEH has concretized its direction in promoting remote working and online learning across multiple dimensions. Specifically:

• Established a policy framework for teaching, learning, and working remotely, under Decision No. 2746/QĐ-ĐHKT-KHĐTKT (dated 25 July 2024).
• Applied online and hybrid formats to a wide range of university activities (Webinars, Workshops, Training, and Conferences), achieving impressive engagement and outcomes.
• Demonstrated a strong commitment to investing in digital infrastructure and maintaining information and communication technology systems while providing user-friendly guidance for online platforms and software tools to enhance accessibility and operational efficiency.

In conclusion, UEH has successfully established a flexible working model where remote and hybrid operations serve as a core mechanism to minimize environmental impact, promote energy efficiency, and achieve emissions reduction. The shift toward hybrid and online learning is no longer a temporary adjustment but an essential component of the university’s operational culture and strategic governance. Through this transformation, UEH directly contributes to sustainable development, reinforces innovation and sustainable infrastructure, and supports climate action. The university positions itself as a pioneering higher education institution that adapts effectively to future trends, placing both human values and environmental sustainability at the center of its mission.
