University of Economics Ho Chi Minh City (UEH) consistently places the UEH community at the heart of all development policies, founded on the core values of equity – respect – humanity. UEH has not only established official boards/committees appointed by the University President to implement Diversity, Equality, and Inclusion (DEI) policies but has also issued a system of policies, regulations, and procedures, and established units responsible for diversity and equality within the university. This is to safeguard human rights, combat discrimination, and prevent harassment through various means: supporting and enforcing policies, and implementing training programs on diversity, inclusion, and human rights on campus

Specifically:

+ The Committee for the Advancement of women (Established under Decision 3826/2020, reorganized under Decision 1836/2023) was founded by UEH for the 2016-2021 term, and the decision of Reconstitution of the personnel for the Committee for the Advancement of Women at the University of Economics Ho Chi Minh City for the 2020 – 2025 term. This official unit advises and implements activities related to gender equality and women’s rights, demonstrating a strong commitment to promoting gender equality, enhancing the role and development opportunities for women in the educational environment, thereby contributing to building a fair, progressive, and inclusive academic community.

+ The Department of Student Affairs (DSA) is responsible for receiving and handling complaints/denunciations, supporting students in a multicultural environment, and ensuring a comprehensive inclusion mechanism.

+ The Human Resources and Organisation Development Department and Department of Quality Assurance and Internal Control issue human resource policies, along with quality assurance and internal control regulations, ensuring a transparent, fair, and accountable environment.

+ The UEH Union represents and protects the rights of officials and employees, promotes collective bargaining, improves spiritual life, and ensures equal opportunity.

In parallel with the organizational structure, UEH implements three core policies: (i) anti-discrimination; (ii) support for underrepresented groups; (iii) anti-harassment. These policies are institutionalized through:

+ The UEH Code of Conduct (Article 7, Clauses 3 and 6), which clearly stipulates the principles of non-discrimination and non-harassment.

+ Regulations on receiving, handling complaints and denunciations (Decisions 2410/2025, 2616/2025, 2617/2025), ensuring a transparent process, proper authority, information confidentiality, and protection for whistleblowers.

+ Regulations on academic integrity (Decision 4233/2025) aimed at ensuring an honest, transparent, and safe research environment.

UEH’s Code of Conduct

In 2024, UEH standardized and digitalized these policies, synchronizing the reception-processing-protection system to ensure transparency, timeliness, and absolute confidentiality for learners, lecturers, and staff. Communication activities and open dialogue forums contribute to building a diverse – inclusive – humane – safe academic community, where every individual, regardless of gender, age, circumstances, or identity, has an equal opportunity to develop.

Protect the rights and safety of learners and promote positive change in society. Attracted nearly 300 students. Provided in-depth knowledge about sexuality, consent, sexual harassment, and related laws. Affirmed UEH as a pioneering university with a process to support learners regarding sexual harassment, a code of conduct, and sufficiently deterrent sanctions for violators.
Empowering students through gender sensitivity awareness program at UEH Department of Student Affairs (DSA) Provide knowledge about gender, gender sensitivity. Build a civilized, equal, non-discriminatory community that respects diversity. Helped students understand gender challenges in the university and recruitment environment. Students were informed about specific policies and procedures at UEH to handle inappropriate behavior, ensuring all individuals are protected from harassment or discrimination.
Gender Equality Training Program: “Where is the “Gender” limit?” Department of Student Affairs (DSA) Raise awareness, break down prejudices, and jointly build a fair, diverse, and inclusion community. Equip knowledge to identify and address gender inequality. Opened a vibrant discussion forum, promoting critical thinking. Students had the opportunity to update knowledge on gender, gender equality, and reproductive rights. Helped students better understand their role and responsibility in promoting gender equality.
Communication programs, articles, and campaigns to raise awareness about equality Department of Student Affairs (DSA) The article Do you truly understand feminism? provides foundational knowledge, helping students better understand feminism, while grasping rights and legal regulations related to gender equality. Encourage learners to learn about and respect differences, practice equality, promote solidarity, and address injustice.

The campaigns attracted widespread attention with over 10,000 engagements from students (especially female students). Helped students develop open-mindedness and sensitivity to Diversity, Equity, and Inclusion (DEI) issues when entering the international labor market.

The article Run ahead of the darkness: Learn to protect yourself from sexual harassment” provides information, legal knowledge, and necessary self-defense skills. 
The article Gender equity in sport: A fair playground for all? aims to break prejudices, honor the abilities of female athletes, and create conditions for everyone to express themselves.
Meeting to Celebrate the 94th Anniversary of the Vietnam Women’s Union UEH The Committee for the Advancement of Women, UEH Trade Union Honor women, affirm the role and position of women, promote gender equality. Nearly 200 female officials and employees attended. The program included a thematic report “Modern Women, Together Living Joyfully – Healthily – Happily” to share knowledge on physical and mental health care, and maintaining a work/life balance.
Activities to support learners with disabilities Department of Student Affairs (DSA) Diversity and Inclusion. Ensure the inclusion of learners with disabilities in learning and work. Published pathway guides at 3 UEH campuses (Nguyen Dinh Chieu, Nguyen Tri Phuong, Nguyen Van Linh) for convenient and safe access. Provided specialized support services: tuition support, learning equipment provision, dormitory support, UEH Shuttle bus and public bus services, developed personalized counseling programs.

In 2024, University of Economics Ho Chi Minh City (UEH) reaffirmed its commitment to Diversity, Equality, and Inclusion (DEI) by strengthening its network of dedicated units and personnel responsible for DEI university-wide. UEH effectively maintained the operations of the Committee for the Advancement of Women, Department of Student Affairs (DSA), Human Resources and Organisation Development Department, Department of Quality Assurance and Internal Control, and UEH Trading Union. These units ensure the implementation of policies on gender equality, career equal opportunity, and non-discriminatory welfare for all. Throughout the year, UEH conducted numerous DEI training and communication programs, such as the talk show “Sexual Harassment – Silence or Speak Up?”, the Equal Voice Contest 2024, and the training workshop “Where is the “Gender” limit?”. These initiatives significantly contributed to raising awareness about gender and appropriate workplace conduct.

Concurrently, the university expanded its support for diverse learners, particularly students facing financial hardship, students with disabilities, and other vulnerable groups. This was achieved through scholarship policies, financial assistance, and the creation of inclusive learning spaces. UEH also applied digital transformation to DEI management and feedback reception, making the process more transparent and efficient. Internal regulations, codes of conduct, and decisions are regularly updated to ensure all members are respected, protected, and treated with equity. Furthermore, synchronized communication campaigns and cultural events were deployed to foster a spirit of respecting differences and building an inclusive academic community.

Overall, 2024 marked a comprehensive development for UEH in institutionalizing, expanding, and enhancing the quality of its DEI activities. This progress aligns with its vision of becoming a “Multidisciplinary and Sustainable University” and is oriented towards creating a safe, equal, and humane learning and working environment.
