In 2024, UEH has effectively monitored substantive data through the online admission system at xettuyen.ueh.edu.vn. This system integrates data fields for gender, economic status, geographical region (including rural areas), and priority groups, enabling real-time statistical analysis and reporting, thereby enhancing the University’s transparency and accountability.

Specifically, UEH tracks and periodically reports on the following groups:

1. Ethnic minorities: UEH tracks the entire application – admission – enrollment pipeline for indigenous and ethnic minority candidates using standardized documentation: birth certificates, academic transcripts, and confirmation of study at ethnic minority boarding high schools. The enrollment regulations under Decision 584/2024 clearly define preferential mechanisms for ethnic minority candidates, including direct admission for those from very small ethnic groups, alongside academic support mechanisms (such as a foundation year before the official program). Detailed guidelines on required proofs are publicly available on the UEH Admission Portal, enabling the university to flag data, and statistically report on the number and proportion of ethnic minority applicants for periodic reporting.

2. Disadvantaged areas and low-income groups: UEH implements an admission policy for candidates from poor/near-poor households, areas under Program 135, relatives of meritorious individuals, and those residing for 18 months or more in specially disadvantaged, border, or island communes/villages. This policy, stipulated in Decision 584/2024, has no quota limits. Proof includes certificates of poor/near-poor status or residential confirmation in disadvantaged areas, publicly available on the website tuyensinh.ueh.edu.vn, ensuring transparency. Based on this evidence database, UEH can annually aggregate and report the number and proportion of enrolled students from this group, and subsequently design scholarship programs, financial assistance, and academic advising to maintain equity throughout their studies.

3. People with disabilities: UEH prioritizes and offers direct admission for people with severe disabilities upon submission of valid disability certification. The admission council bases its decision on high school academic results and program requirements, while also organizing supplementary knowledge and suitable learning conditions. This structure helps standardize data fields to track the application-admission-enrollment pipeline and connect students with learning support, promoting inclusion.

4. Women: UEH’s online admission system integrates a gender field in applications, establishes a dashboard to monitor the proportion of female candidates at the three stages of application, admission, and enrollment, and reports periodically by discipline/field. 5. Non-traditional students: UEH expands access through multiple program types (second degrees, transfer programs, part-time study while working), with public guidance on the Admission Portal; data from the training program/affiliated profiles allows candidates of all ages to register, provided they meet knowledge and expertise criteria, with no age restrictions.

6. LGBT community and refugees: Within the current legal context of Vietnam, UEH does not yet collect separate, public data fields for these two groups in admission records; however, UEH’s policies and counseling tools are designed to be neutral and non-exclusionary, ensuring equal opportunity for access.

UEH clearly and transparently publishes its Enrollment Project and admission announcements on its official website, ensuring any changes are posted before the registration period opens, allowing stakeholders to verify data, group definitions, and tracking methods.

If 2023 leaned towards policy confirmation, 2024 has implemented an online admission system with a gender field, established a dashboard to track the female ratio, and expanded the database for candidates from ethnic minorities, poor households, and disadvantaged areas through detailed application guidelines. Furthermore, the public disclosure of enrollment procedures, diverse enrollment types (second degrees, transfer programs, part-time study), and the gender-neutral “Understanding You” advisory platform help UEH not only have policies but also measure, analyze, and improve the quality of educational access. In short, 2024 outperforms 2023 in terms of data-driven approach, practical measurement, and inclusion, clearly demonstrating the capacity to monitor and improve admission mechanisms for underrepresented groups.
