16.3.1 Programs and Projects in Which UEH Participates in Strategic and Policy Consulting or Takes Part in Committees with Regional and National Authorities,..
In 2024, the University of Economics Ho Chi Minh City (UEH) continued to affirm its role as a leading academic policy advisory center, providing scientific evidence and strategic recommendations to government agencies at all three levels: local, regional, and national. With the vision of becoming a multidisciplinary, sustainable, and community-connected university, UEH directly participated in or led more than 30 programs, conferences, and policy projects focusing on areas such as digital economy, public finance adaptation to climate change, sustainable urban planning, green economic development, and digital transformation in public administration.
UEH provides direct expert consulting to government agencies at various levels, serving as a member or task force participant in advisory programs related to the digital economy, sustainable urban planning, public finance adaptation to climate change, and sectoral or regional development strategies. The consulting outputs – such as policy reports, policy briefs, draft proposals, and expert papers – have been received, cited, and incorporated by the competent authorities into the policymaking and policy revision processes.
Notable examples include:
- The Ho Chi Minh City Economic Report (annual) is a major academic project that directly provides macroeconomic data, forecasts, and policy recommendations to the People’s Committee of Ho Chi Minh City. These reports have become important reference materials for urban socio-economic management, contributing to the city’s development strategy in the new period.
- Strategic cooperation with provincial and municipal People’s Committees: UEH has signed comprehensive cooperation agreements with localities such as Ba Ria – Vung Tau, An Giang, Dong Nai, and Thu Duc. The cooperation focuses on human resource training, strategic consulting for digital economic development, establishing proposals for national research centers, developing green growth models, and providing critical feedback on provincial and municipal planning.
- National-level conferences, forums, projects, and policies: UEH has repeatedly organized and co-organized national forums and conferences to advise on Vietnam’s socio-economic development orientations for 2025–2030, public finance policies in response to climate change, and the implications of the 2024 Land Law. These large-scale forums have brought together numerous experts and ministry leaders, through which UEH has contributed scientific rationales, provided consultation to central ministries in policymaking, and supported the formulation of national strategic projects.
- Participation in intergovernmental and international cooperation committees and programs with the World Bank, the United Nations (UNESCO, UNDP, UNFPA), and the French Development Agency (AFD), aiming at promoting green growth policies, climate change adaptation, and sustainable university development. These efforts have helped shape international policy dialogues on the green economy, sustainable finance, and education linked to the SDGs in Vietnam.

UEH’s advisory role is guaranteed by official decisions/invitations, with advisory outputs bearing reference numbers and dates, along with citations used by state agencies.
Compared to 2023, the policy advisory activities of Ho Chi Minh City University of Economics in 2024 achieved a significant leap in scale, quality, and impact.
While in 2023, UEH mainly participated as co-organizer and shared expertise in fields such as green economy, carbon markets, circular economy, and local planning, by 2024, UEH directly led numerous national and local-scale policy programs and projects, including the 2024 Ho Chi Minh City Economic Report, the 2024 Land Law Workshop, and the National Research Center for Ocean Technology Project submitted to the Prime Minister. The scope of cooperation expanded significantly, from a few localities and international organizations (EfD, EEPSEA, ADB, WB) to a multi-level network comprising central ministries and agencies, provincial/city governments, and major international organizations (UNDP, UNESCO, AFD).
The policy content in 2024 also became more diverse and integrated, extending beyond environmental issues to encompass digital economy, public finance, planning, innovation, and urban governance. Notably, UEH’s advisory results have been received, cited, and used by state agencies in practical policy formulation, reflecting a clear shift from academic dialogue to policy consultation and critical review with implementation significance.
As a result, 2024 marks the transition from “knowledge partner” to “strategic advisory unit,” affirming UEH’s position as an influential academic center for national policy, contributing substantially to the Sustainable Development Goals.
