5.3.1. Tracking access measures

The University of Economics Ho Chi Minh City (UEH) demonstrates a strong commitment to gender equality, women’s empowerment, and equal opportunities in education, consistent with the human rights and social inclusion principles of SDG 5 – Gender Equality. UEH has implemented a comprehensive digital admissions system that places no limitation on the number of female students and systematically tracks women’s participation rates across all stages – from application, acceptance, enrollment, to study progression. Through a comprehensive and transparent digital governance system, UEH ensures that all applicants – especially women and girls, including those from disadvantaged and marginalised groups – have equal access to higher education, free from any form of gender discrimination or exploitation.

Implementing a system to measure the application, admission, and enrollment rates of female students

As a pioneer in digital transformation, UEH developed the Online Admission System at https://ueh.edu.vn/en/outreach/students/admissions/, enabling applicants to explore programmes, submit applications, track status, and complete enrolment entirely online. This system integrates gender information in the application profiles to allow continuous monitoring of female candidates’ application, acceptance, and enrollment rates, ensuring transparency and fairness throughout the admissions process. It also allows analysis by major or sector to assess female participation, particularly in sectors typically influenced by gender discrimination (e.g., STEM). A visual dashboard monitors application, admission, and enrollment rates disaggregated by gender, analyzing the proportion of female students across academic programs. This provides UEH with verifiable evidence used by the Department of Training for periodic reporting, forming a basis for informed policy-making on admissions and the institution’s comprehensive gender equality development strategy.

In 2024, UEH upgraded website hieuveban.ueh.edu.vn with a gender-neutral personality test and career suggestion tool “Understanding You” on the Zalo mini app platform. This tool provides gender-neutral counseling based on skills, interests, and achievements, not using gender as an exclusion criterion, thereby promoting empowerment of girls and women and equal access to all fields, including those traditionally male-dominated. Displaying female role models and mentors in the tool boosts female applicants’ confidence in making informed academic and career decisions aligned with their abilities and passions.

Additionally, UEH has implemented comprehensive, gender-neutral admissions communication: standardizing digital resources, multichannel campaigns, Pre-Uni MOOCs, UEH GPT, connecting high schools to ensure all applicants, especially female students have opportunities to access all necessary information and receive equitable assistance.

UEH ensures equitable learning opportunities, a supportive environment, and comprehensive assistance for female students throughout their academic journey from the first day of admission. The university imposes no gender-based limits on enrollment; it implements transparent and fair admission policies and operates dedicated platforms and support programs that monitor and empower women students from admission to academic progression, reinforcing UEH’s commitment to gender equality, social inclusion, and women’s empowerment in higher education.

This policy is concretized through the UEH Admission Regulations and the enrollment plan designed to ensure fair, transparent, and gender-neutral admission for all accepted candidates. The process is public, non-discriminatory, and places no restriction on the number of female students admitted through the official admission portal.

UEH has also developed the Online Enrollment System (https://nhaphoc.ueh.edu.vn/), which provides comprehensive information and detailed guidance before, during, and after enrollment. The university publicly announces and updates enrollment procedures and instructions on the Admission Portal for all intakes, including:

Within these portals, students are provided with step-by-step enrollment instructions covering tuition payment, scholarship application, dormitory registration, and academic advising, ensuring complete, transparent, and gender-neutral access to information.

In addition, UEH maintains the Student Portal (https://student.ueh.edu.vn/), which ensures synchronized data management, consistent monitoring, and systematic tracking throughout the entire enrollment process.

Compared with 2023, UEH continued operating its online admission system that allows the collection, storage, and analysis of applicants’ gender data from application to enrollment. Data are aggregated on an internal dashboard by major, discipline, and program type to support evidence-based decision-making and policy monitoring related to gender equality and women’s participation in education.

In 2024, UEH upgraded its gender-neutral counseling platform “Understanding You”, which provides career and major recommendations based solely on students’ abilities and interests, without using gender as a determining factor. This ensures non-discrimination, dignity, and empowerment of women and girls in career decision-making.

Furthermore, UEH continues to develop and maintain its post-admission support portals (nhaphoc.ueh.edu.vn, student.ueh.edu.vn) to ensure consistent, transparent, and gender-neutral data management processes. The annual statistical reports from 2023–2024 serve as strong evidence of systematic measurement mechanisms and continuous improvement toward achieving gender equality, women’s empowerment, and equal access to education at UEH.
