Over recent years, the University of Economics Ho Chi Minh City (UEH) has maintained a policy‑partner role at the provincial and regional levels, linking academia, governance, and practice to support the formulation and adjustment of policies aligned with the Sustainable Development Goals (SDGs).

The core pillars of this engagement are: (i) Evidence provision and forecasting through the series of HCMC Economic/ Macro-economic Reports that include trend analyses, projection models, identification of core issues, and policy recommendations; (ii) Dialogue and co‑creation of policy through national and regional workshops and forums on digital economy, climate‑responsive public finance, land‑law reform, and circular economy; (iii) Capacity building for the public sector through leadership‑ and management‑training programmes for local officials; (iv) Multi‑stakeholder partnerships with United Nations agencies, the World Bank, AFD, research institutes, associations, and businesses to integrate international perspectives into local policymaking; (v) Field‑level engagement and knowledge transfer through strategic collaborations with provincial and city People’s Committees (Bà Rịa‑Vũng Tàu, Đồng Nai, Tây Ninh, Khánh Hòa, Thủ Đức, An Giang, etc.) and thematic research projects on food security, carbon neutrality, eco‑urban development, and digital education transformation.

These activities generate positive impacts across three dimensions: (1) Improved data quality and evidential basis for decision‑making; (2) Enhanced public‑sector governance capacity and readiness of human resources; (3) Coordinated ecosystem among government, NGOs, the university, and businesses, to implement SDGs (particularly SDG 8, 9, 11, 13, 16, 17). The year  2024 marks a clear turning point for UEH, from a “participation‑and‑consultancy” phase to a “co‑creation‑and‑academic‑leadership” phase. The number of activities doubled compared with 2023, and the scope of collaboration expanded from provincial and environmental‑NGO levels to national, regional and multi‑sectoral arenas, with numerous policy forums and official reports being released.

The depth of the content was upgraded. UEH research teams no longer only share knowledge but also propose policy frameworks, publish data sets, and provide scientific critique during the policy‑making process. Research topics diversified dramatically, evolving from a focus on “green and environment” to include urban economics, public‑sector governance, digital transformation and social innovation.

UEH’s recommendations are increasingly evidence‑based and have been adopted by many local authorities as well as ministries and central agencies in the formulation of the 2024‑2025 policy cycle. At the same time, UEH’s standing in the international network has been strongly reinforced, evolving from an academic partner to a regional‑policy partner for Southeast Asia.

A distinctive hallmark of 2024 is the standardisation of the value‑chain: Research → Report → Dialogue → Recommendation → Transfer. This effort positions UEH not merely as a “knowledge‑contributor” but as a strategic partner in shaping national and regional sustainable‑development policies, underscoring its growing academic capacity and societal influence.
